DC9 CREW DSNDED BELOW THE GS BECAUSE THE FO DID NOT LEVEL THE PITCH WHEEL FOR GS CAPTURE.

Narrative

ON APCH TO CMH; OH; THE APCH CTLR GAVE ME AN 80 DEG HDG TOWARDS THE LOC COURSE WHILE DSNDING OUT OF 3800 FT FOR 3000 FT. THE VISIBILITY WAS 3 MI AND WE BROKE OUT OF THE CLOUDS AROUND 4000 FT HAVING CONSTANT GND CONTACT ON APCH. THEN THE CTLR GAVE A 20-30 DEG HDG TO INTERCEPT THE FINAL APCH COURSE; THEN CLRED FOR THE ILS RWY 28L. THE ACFT WAS ON THE AUTOPLT SYS. I THEN REDUCED THE VERT PITCH WHEEL OF THE AUTOPLT TO A 200-300 FPM RATE OF DSCNT AS TO LEVEL OFF SMOOTHLY AT 3000 FT. DURING THAT TIME I ALSO TURNED THE ACFT TO THE INTERCEPT HDG AS WELL AS SET THE AUTOPLT TO ILS AND THE FLT DIRECTOR TO APCH AUTO. THE ACFT INTERCEPTED THE LOC. I TRACKED IT INBOUND AND NOTICED THAT I DID NOT INTERCEPT THE GS WHERE I SHOULD HAVE. I THEN XCHKED EVERYTHING AND SAW THAT I DID NOT LEVEL THE VERT PITCH WHEEL OF THE AUTOPLT AT 3000 FT DURING THAT BUSY TIME OF INTERCEPTING THE FINAL APCH COURSE. I LEVELED AT 2000 FT. MOMENTS LATER; INTERCEPTED THE GS AND LANDED UNEVENTFULLY. THE TWR CTLR DID NOT SAY ANYTHING EXCEPT AFTER LNDG TO TURN R AND TAXI TO THE GATE WITH HIM. THE TWR CTLR MAY NOT HAVE NOTICED ME TRACKING BELOW THE GS DUE TO THE SLOW RATE OF DSCNT. AFTER I REALIZED WHAT HAD HAPPENED; I WAS SURPRISED AND VERY UPSET WITH MYSELF FOR NOT REMEMBERING TO LEVEL THE VERT PITCH WHEEL AT 3000 FT. THE ONLY REMEDY TO THIS PROB IS CONSTANT XCHKING AT HIGH WORKLOAD TIMES. XCHK; XCHK; XCHK!
