ON TKOF ROLL SMOKE AND FUMES IN COCKPIT; CHOSE TO NOT HIGH SPEED ABORT. AT LIFTOFF; DONED O2 MASKS AND DECLARED AN EMER WITH TWR (FREQ 125.32). CLRED TO 3000 FT R DOWNWIND TO LAND RWY 26R ATLANTA. TURNING BASE TWR NOTIFIED US OF ANOTHER ACFT ON FINAL WITH THE WORDS 'WE ARE NOT TALKING TO.' I SAW THAT THERE WOULD BE A CONFLICT AND INSTRUCTED MY FO (WHO WAS FLYING) TO MAKE A L TURN TO EXTEND THE DOWNWIND. I THEN SAW THE OTHER ACFT TURN R (INTO US). I THEN SAW THAT HE SAW OUR TURN AND HE THEN MADE A TURN BACK TO HIS L AND DESCENDED. WE THEN TURNED BACK TO THE ARPT AND LANDED ON RWY 26R WITHOUT INCIDENT. OTHER ACFT WAS ON THE OTHER TWR FREQ (119.5) SO WE DID NOT HEAR EACH OTHER. SUPPLEMENTAL INFO FROM ACN 537923: DEPTS WERE ON FREQ 125.32 AND ARRIVALS ON 119.5. WE REMAINED ON 125.32. WE WERE CLRED FOR A VISUAL TO RWY 26R BY TWR. I BEGAN A TURN TO THE S. A B757 WAS ON FINAL. I TURNED BACK TO THE L. ONCE CLR; I TURNED TO THE S AND WAS CLRED TO LAND RWY 26L. 6 MINS ELAPSED FROM TKOF TO TOUCHDOWN. SUPPLEMENTAL INFO FROM ACN 537916: ON FINAL APCH TO RWY 26R IN ATL WE WERE CLRED FOR VISUAL APCH BEHIND A B727 AND ASSIGNED 160 KIAS TO AJAAY. JUST OUTSIDE AND AJAAY; APCH CTL PULLED SEVERAL ACFT BEHIND US OUT OF THE PATTERN. APCH CTL INFORMED US THAT AN EMER ACFT HAD JUST DEPARTED ATL RWY 26L AND WAS RETURNING FOR LNDG ASAP. APCH CTL TOLD US TO CONTINUE THE APCH AND CONTACT THE TWR CTLR ON FREQ 119.5 AND THEY WOULD TELL US WHAT THEY WANTED US TO DO. WE IMMEDIATELY CONTACTED THE TWR ON 119.5 (NOW PASSING AJAAY). TWR CTL ASKED US IF WE HAD A VISUAL ON HE EMER B767 ON A MID-FIELD DOWNWIND (AND ABOVE OUR ALT) FOR LNDG. WE INFORMED THE TWR THAT WE DID. TWR CTL SAID THE B767 WILL BE LNDG ON RWY 26L MAINTAIN VISUAL SEPARATION; CLRED TO LAND ON RWY 26R. WE LOWERED THE LNDG GEAR AND DID THE FINAL CONFIGURATION FOR LNDG. AT THIS POINT WE NOTICED THE EMER B767 WHO WAS ON A DIFFERENT FREQ STARTING A R TURN TO BASE LEG IN FRONT OF US. WE IMMEDIATELY INFORMED THE TWR THAT THE APCH WAS NOT GOING TO WORK AND THEY INSTRUCTED US TO BREAK OFF THE APCH WITH A R TURN TO THE N AND TOLD US THAT THE B767 WAS LNDG 26R. WE STARTED TO TURN AND BEGAN THE CLEAN UP PROCESS. THE EMER ACFT THEN STARTED A L TURN TO EXTEND THE DOWNWIND LEG WHICH AGAIN POSED A POTENTIAL PROB SO WE EXECUTED A L TURN TO ALLEVIATE THE POTENTIAL CONFLICT. CLR OF ALL CONFLICTS; THE TWR TOLD US TO FLY RWY HEADING; ISSUED A CLIMB CLRNC AND SWITCHED US TO DEP CTL. WE TOOK VECTORS FOR ANOTHER APCH AND UNEVENTFUL LNDG ON RWY 26R IN ATL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ACN 537927; CAPT OF ACFT X STATED ON TKOF THE COCKPIT BEGAN FILLING WITH SMOKE AND A STRONG ODOR REQUIRING BOTH HE AND THE THE FO TO DON THEIR MASKS. HE FIRST BECAME AWARE OF B-757 ON FINAL AS THEY STARTED TURNING BASE LEG AND ADVISED BY THE CTLR HE WAS NOT TALKING TO THE OTHER ACFT. HE THEN LEARNED THE OTHER ACFT WAS ON A DIFFERENT TWR FREQUENCY. AFTER MANEUVERING CLR OF THE OTHER ACFT; THEY WERE CLRED TO LAND ON RWY 26L. HE SAID THE MECHANICS; ON CHECKING THE ACFT AFTER LNDG; FOUND THAT THE SMOKE; VAPOR; AND FUMES CAME FROM CHEMICAL RESIDUE USED TO CLEAN ENGS. THE CAPT ALSO SAID USING TWO LOCAL CTL FREQUENCIES FOR THE SAME RWYS IS A BAD IDEA. ACN 537923 (FO ACFT X; PLT FLYING). RPTR SAID ON TKOF THEY WERE CLRED TO 4000 FT AND VECTORED FOR A R PATTERN AND CLRED TO LAND ON RWY 26R. ON LEAVING 3000 FT THEY BECAME IFR AND WERE CLRED BACK DOWN TO 3000 FT WHERE THEY ENCOUNTERED RAGGED CLOUDS; BUT COULD PROCEED VISUALLY. FO SAID SHE STARTED BASE LEG ABOUT 2 MILES E OF THE ARPT; BUT TURNED BACK WHEN THE B757 WAS SPOTTED ON FINAL. SHE SAID THE B757 TURNED N THEN DESCENDED AND CROSSED ABOUT 800 TO 1000 FT BELOW THEM ON A MISSED APCH. SHE SAID THEY WERE CLRED TO LAND ON EITHER RWY AND LANDED ON RWY 26L.
