F900 CREW HAD A LJ TAXI ONTO THEIR TKOF RWY ON RWY 09L AT PBI.

Narrative

OBTAINED CLRNC (IFR) KPBI-KDET AND STARTED ENGINES ON RAMP. CALLED GND CTL FOR TAXI; 'DEP RWY 09L; HOLD SHORT OF RWY ON TXWY JULIET.' THEN RECEIVED CLRNC TO CROSS RWY 09L AND TAXI TO DEP END ON TXWY 'CHARLIE.' AFTER ARRIVING AT DEP END OF RWY 09L WE SWITCHED TO TWR FREQ 119.1. OUR PERFORMANCE NUMBERS FOR TKOF WERE V1-103KTS V2-115KTS WITH A BALANCE FIELD LENGTH OF 3200 FT. AFTER KPBI TWR CLRED US INTO POS ON RWY 09L WE TURNED ON OUR LNDG LIGHTS ALONG WITH OUR TAXI LIGHT. CLRED TO TKOF WE ADVANCED PWR FOR TKOF; THE CO-PLT CALLED V1 AND JUST AT THAT TIME I NOTICED AN ACFT STARTING TO CROSS RWY 09L AT TXWY 'FOXTROT' (LOOKED LIKE A LEAR JET) (TXWY FOXTROT IS APPROX 4350 FT? FROM DEP END OF 09L). I ROTATED AND CROSSED FOXTROT AT 200-250 FT ESTIMATED. AT THE SAME TIME SOMEONE CALLED CLR ON THE TWR FREQ. I GLANCED L AND SAW THE ACFT HAD CLRED THE RWY. CORRECTIVE ACTION SUGGESTIONS. 1) WE ALWAYS TKOF WITH ALL LIGHTS ON. CROSSING ACFT SHOULD VISUALLY CHK FOR LNDG OR DEPARTING ACFT BEFORE CROSSING. 2) COORDINATION BETWEEN GND CTL AND TWR IMPROVE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CAPT HAD NO FURTHER CONTACT WITH ATC. HE DID NOT RPT THIS AS A 'NEAR MISS.' THE PLT HAS HEARD NOTHING FROM THE FAA NOR HAS HE TALKED TO ANYONE ABOUT THE INCIDENT.
