AN A319 MAKES CONTACT WITH THE JETWAY WITH ITS #1 ENG WHEN THE ACFT SLIDES FORWARD AFTER BEING PARKED WITH NOSE GEAR CHOCKED AT THE GATE AT ROC; NY.

Narrative

I WAS FO ON THE FLT. BRAKING ACTION ON TXWY WAS RPTED AS GOOD TO FAIR BY ATIS. EXPERIENCED GOOD BRAKING APCHING THE GATE. THE AGENT GAVE CHOCKS IN SIGHT AND THE CAPT CONFIRMED AND RELEASED THE BRAKES. THE ACFT REMAINED STATIONARY AT THIS POINT. THE ENGS WERE SHUT DOWN AND CHKLIST RUN. SECONDS LATER; NOTICED ACFT MOVEMENT; BUT WAS UNABLE TO STOP BEFORE IT MADE CONTACT WITH THE GATE/JETWAY. THE CAPT IMMEDIATELY SET THE PARKING BRAKE AND ASCERTAINED DAMAGE. CAUSES OF PROB ARE: 1) THE CHOCKS WERE PLACED ON ICE AND ONLY ON THE NOSE WHEELS. NEEDED TO BE PLACED ON THE MAINS. 2) SLOPING RAMP; WHICH THE ACFT CREW WAS UNAWARE OF. IN FUTURE OPS; SHOULD REQUEST BRAKES TO BE SET AT ALL TIMES WHILE PARKED AT GATE. 3) CAPT SHOULD NOT HAVE RELEASED THE BRAKES WHILE ON SLOPING RAMP OR WHILE ANY ICE WAS PRESENT. 4) NIGHT CONDITIONS OBSCURING THE RAMP AND THE FACT THAT ICE MAY HAVE BEEN AROUND THE WHEEL/CHOCK AREA. 5) FATIGUE -- LAST FLT OF DAY AND WAS LATE AT NIGHT.
