B707 COCKPIT OBSERVER ALERTS PF TO NOT ISSUED TFC FOR PHX RWY 7R WHEN DSNDING FOR A VISUAL APCH TO RWY 8R WHILE UNDER P50 CTL.

Narrative

ON ASSIGNED HDG OF 260 DEGS (BY APCH CTL); WE DSNDED TO 6000 FT MSL. APCH CLRED US TO DSND FURTHER TO 5000 FT MSL AND ASSIGNED A HDG OF 330 DEGS. THIS WAS VECTORS TO RWY 8 AT PHX. APCH CALLED 'TFC AT 1 O'CLOCK POS ON A WIDE DOWNWIND FOR RWY 8.' WE ACKNOWLEDGED THE TFC WAS IN SIGHT AND WERE INSTRUCTED TO 'FOLLOW THAT TFC TO RWY 8; CLRED FOR THE VISUAL; RWY 8.' THE PF HAD JUST BEGUN A SHALLOW DSCNT WHEN A COCKPIT OBSERVER CALLED OUT ADDITIONAL TFC AT ABOUT 10-11 O'CLOCK. THAT TFC WAS A SECOND MD80 XING IN FRONT AND BELOW US; APPARENTLY FOR RWY 7R (A PARALLEL RWY; S OF OUR ASSIGNED RWY). THE PF IMMEDIATELY LEVELED OFF AND SIMULTANEOUSLY APCH ASKED IF WE HAD 'THE TFC AT 11 O'CLOCK POS IN SIGHT.' I CONFIRMED HE WAS 'PASSING IN FRONT AND BELOW US.' A FEW MOMENTS LATER; WE WERE HANDED OFF TO THE TWR AND FOLLOWED THE INITIAL TFC FOR A VFR LNDG ON RWY 8. THE VERT SEPARATION ON THE SECOND AIRPLANE WAS MINIMAL. WE ALL REMARKED ABOUT THE LATE CALL FROM APCH AND THE SEPARATION AFFORDED. EXTRA EYES IN THE COCKPIT ARE A REAL ASSET IN A TERMINAL AREA.
