MKE ENW INTERFAC COORD FAILURE ALLOWS C172 TO PENETRATE ARPT TFC AREA WITHOUT COM XFER.

Narrative

REQUESTED VECTORS FOR PRACTICE APCH ILS RWY 6L AT ENW. MKE APCH VECTORED ME TO THE ILS AND ASKED THAT I STAY WITH HIM ON 120.15. I COMPLIED; CROSSED THE CODE LOM; CONTINUED ON THE APCH TO THE MISSED APCH POINT. DURING THIS TIME; MKE APCH WAS OCCUPIED WITH OTHER TFC AND DID NOT CONTACT ME. I INITIATED A MISSED APCH AND CONTACTED MKE APCH. ENW TWR THEN CALLED ME ON 118.6 AND ASKED WHEN MKE APCH HAD TURNED ME OVER TO HIM. I REPLIED MKE APCH HAD NOT DONE SO AND IN FACT APCH HAD ASKED ME TO STAY WITH HIM. I THEN CONTINUED MY FLT PER MKE APCH INSTRUCTIONS. WHAT I SHOULD HAVE DONE: WHEN IT BECAME APPARENT THAT I WAS NEARING THE CODEE LOM 3.9 MI FROM ENW AND MKE APCH HAD STILL NOT TURNED ME OVER TO ENW TWR; I SHOULD HAVE: A) REMINDED MKE APCH OF WHERE I WAS AND THAT CONTACT WAS NEEDED; OR BECAUSE THE MKE APCH WAS CONTINUOUSLY BUSY; B) MADE A QUICK CALL TO ENW TWR MYSELF TO ADVISE HIM (ENW) I WAS ON THE RWY 6L ILS NEAR CODEE; THAT MKE APCH HAD ASKED ME TO STAY WITH HIM; THAT MKE APCH HAD NOT RECONTACTED ME. IN THAT WAY; ENW TWR WOULD HAVE KNOWN I WAS ALSO MONITORING HIS FREQ. NOTE: CONDITIONS WERE CAVU WITH NO OTHER TFC IN THE PATTERN AT ENW TO THE BEST OF MY KNOWLEDGE AT THE TIME OF THE ABOVE.
