Narrative
APPROX XA00; I WAS CLRED TO LAND ON RWY 33 AT ROBINS AFB; ENDING AN ORIENTATION FLT. I WAS INSTRUCTED BY THE TWR TO EXIT ONTO TXWY C; EAST -- IT IS MY UNDERSTANDING THAT THIS TXWY LEADS INTO A RESTR AREA. I WAS TOLD TO CONTACT GND CTL. I CONTACTED GND CTL AND WAS TOLD TO DO A 180 DEG TURN AND HOLD SHORT; WHICH I DID. I TRIED TO CONTACT GND AND GOT NO RESPONSE. I TRIED SEVERAL MORE TIMES TO NO AVAIL. I THEN TRIED TO RE-ESTABLISH CONTACT WITH THE TWR SEVERAL TIMES AND STILL GOT NO RESPONSE. AT THIS TIME; I ASSUMED I HAD LOST MY RADIOS; SO I SQUAWKED 7600 AND PUSHED THE IDENT BUTTON. I WATCHED THE TWR FOR A LIGHT GUN SIGNAL AND SAW NO SIGNAL. I THEN TRIED FLASHING MY LIGHTS AND KEPT WATCHING THE TWR FOR A LIGHT GUN SIGNAL AND NEVER RECEIVED ANY ACKNOWLEDGEMENT. I FINALLY CHKED BOTH L AND R AND OBSERVED NO ACFT ON THE RWY. AT THAT TIME; I CROSSED THE RWY AND TAXIED BACK TO THE FBO. WHEN I GOT TO THE AERO CLUB; I IMMEDIATELY CONTACTED THE TWR. THE PLT OF ANOTHER ONE OF OUR ACFT TOLD ME THE TWR INSTRUCTED HIM TO CONTACT THEM. THEY THOUGHT HIS ACFT WAS MINE. CONTRIBUTING FACTORS: TWR NOT USING THE LIGHT GUN; ACFT ON THE RWY NOT USING LNDG LIGHTS OR ANTI-COLLISION LIGHTS; TWR NOT IDENTING PROPER ACFT; RADIO FAILURE; AND XING THE RWY WITHOUT PERMISSION. WE HAVE ESTABLISHED BETTER PROCS FOR THE EVENT OF LOSS OF COMS DURING TAXI.
