Synopsis

TRACK DEV WHEN A CE550 FLC FAILS TO FOLLOW THE HOLDING PATTERN LIMITS AT REGLE INTXN; PA.

Narrative

WE WERE ON AN IFR FLT PLAN TO TEB. WE WERE FLYING THE JAIKE ONE ARR INTO TEB AND WERE GIVEN HOLDING INSTRUCTIONS TO HOLD AT REGLE INTXN. WE ENTERED THE HOLD XA20 AT 8000 FT AND WERE GIVEN AN EFC OF XB04. WE WERE HAVING TROUBLE GETTING THE FMS TO FLY THE HOLDING PATTERN SO WE WERE DOING IT MANUALLY. AFTER OUR FIRST TURN IN HOLDING THE CTLR ASKED US TO START OUR OUTBOUND TURNS A LITTLE BEFORE THE HOLDING FIX. HE DID NOT SAY WHY BUT WE GUESSED IT WAS TO KEEP FROM ENCROACHING ON THE NEXT SECTOR'S AIRSPACE. AT XB05 WE WERE GIVEN A FURTHER EFC OF XB35 AND STARTED TALKING ABOUT DIVERTING TO MORRISTOWN OR CALDWELL; NJ. WE DECIDED ON MORRISTOWN AND I BEGAN MAKING RADIO CALLS TO SET UP NEW TRANSPORTATION ARRANGEMENTS FOR OUR PAX. AFTER MAKING A CALL I LOOKED OVER AT THE CAPT'S DME TO SEE THAT WE WERE 5.4 NM PAST OUR HOLDING FIX INBOUND. I NOTIFIED THE CAPT OF THE SIT AND WE IMMEDIATELY TURNED TO THE OUTBOUND COURSE. IMMEDIATELY FOLLOWING; THE APCH CTLR CALLED TO TELL US THAT WE HAD FLOWN PAST THE HOLDING FIX AND THAT WE NEEDED TO KEEP OUR TURNS INSIDE OF REGLE. OUR COLLISION/AVOIDANCE SYS SHOWED NO OTHER ACFT IN OUR VICINITY AT OUR ALT. THERE WAS NO FURTHER COMMENT ON THE SIT. I BELIEVE THAT THE DISTRACTIONS AND STRESS FROM HAVING TO HOLD SO LONG; HAVING TO DIVERT; THE PAX NOW BEING LATE; AND HAVING TO MAKE ALTERNATE ARRANGEMENTS CAUSED THE ERROR. A CONTRIBUTING FACTOR WAS THAT WE WERE HAVING PROBS WITH THE FMS AND WERE HAVING TO HOLD MANUALLY. THIS REQUIRED MORE ATTN THAT WE BOTH FAILED TO GIVE AT THE CORRECT TIME. IN THE FUTURE WE NEED TO MAKE SURE THAT AT LEAST ONE OF US IS WATCHING THE AIRPLANE BEFORE THE OTHER GETS DISTRACTED WITH PERFORMING SECONDARY FUNCTIONS.
