BE35 CROSSES TYS RWY 23L HOLD SHORT LINE CAUSING A GAR.

Narrative

THE BE35 WENT WELL PAST THE NONSTANDARD HOLD SHORT LINE AT RWY 23L CAUSING THE BE55 TO GO AROUND. THE HOLD LINE IS WELL BACK FROM THE RWY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: TWR SPECIALIST ADVISED THAT THE HOLD LINE FOR RWY 23L IS JUST BEYOND TXWY A8. ITS NONSTANDARD LOCATION IS DUE TO ITS LOCATION ADJOINING A MAJOR HWY -- ANGLED IN TOWARDS THE RWY. BECAUSE RWY 23L IS CLOSE TO THIS HWY; FLT STANDARDS MOVED THE THRESHOLD FORWARD APPROX 400 FT. THE HOLD LINE IS SOMEWHAT PARALLEL TO THE RWY; AND NOT AS NORMALLY EXPECTED -- 90 DEGS TO THE RWY APCH END. THE DISPLACED THRESHOLD AND HOLD LINE IS SPECIFIED IN THE COMMENTS SECTION OF THE AFD. THE SPECIALIST ADVISED THAT THE FAA IS INSTALLING AN 'INDUCTIVE LOOP SENSOR.' THIS TECHNOLOGY PROVIDES IN GND SENSOR LOOP THAT WILL ACTIVATE FLASHING SIGNS ALERTING THE PLT THAT THEY HAVE 'GONE TOO FAR.' THE SPECIALIST ADVISED HE WAS NOT YET AWARE OF WHAT EXACTLY THE SIGN WILL FLASH. THIS SYS IS EXPECTED TO BE INSTALLED BY YR END.
