JS41 CREW HAD A RWY INCURSION AT IAD.

Narrative

THE ARR ATIS FOR DULLES STATED VISUAL APCHS RWYS 19L/19R/12; SINGLE GND 121.9. THE FO FLEW A VISUAL APCH TO RWY 12. THE ACFT LANDED NORMALLY AND EXITED RWY 12 AT TXWY Q4. NORMALLY; THE TWR INSTRUCTS ACFT TO REMAIN WITH TWR; HOWEVER; THERE WAS NO SUCH INSTRUCTION THIS TIME. ONCE PAST THE HOLD LINES; THE CAPT CONTINUED TAXI; AFTER TRYING TO CONTACT TWR. THE RADIO WAS SWITCHED TO THE GND FREQ 121.9. GND CTL WAS ADVISED OF ACFT POS ON TXWY Q4. GND 121.9 ADVISED US TO SWITCH TO 132.45. THE CAPT KEPT TAXIING WITHOUT CLRNC TO THE GATE. BY THIS TIME THE ACFT WAS PASSING THE RWY 19R APCH HOLD LINES. GND 132.45 INSTRUCTED THE ACFT TO 'HURRY UP ACROSS APCH AREA RWY 1L.' THERE WAS NO CONFLICT WITH ARRIVING OR DEPARTING ACFT. I BELIEVE THIS INCIDENT WAS CAUSED BY AN INACCURATE ATIS; SINGLE GND 121.9; TWR NOT ISSUING INSTRUCTIONS TO REMAIN WITH THEM AND HOLD AT TXWY Q4; THE CAPT'S FAILURE TO STOP TAXI AT TXWY Q4 HOLD LINES UNTIL TAXI CLRNC WAS ISSUED. GND 132.45 SHOULD HAVE HELD ACFT AT TXWY Q. POOR COMS BY ATC (DULLES TWR) CAUSED THE FIRST LINK IN THE SEQUENCE OF MISCOMS THAT CAUSED ACFT TO PASS RWY 1L APCH HOLD LINE.
