Narrative
I MADE A XMISSION ON THE HOLTVILLE (L04) CTAF OF 123.0 INFORMING ALL AREA TFC OF MY INTENTION TO TAXI FROM THE TRANSIENT PARKING AREA TO RWY 8 FOR DEP. ADDITIONALLY; SINCE I KNEW THAT THERE WAS AN ACTIVE NOTAM REGARDING PARACHUTE JUMPING AT THE HOLTVILLE ARPT; I MADE A XMISSION IN THE BLIND TO ANY POSSIBLE ACFT IN THE AREA THAT I WAS TAXIING TO RWY 8 FOR DEP AND ASKED IF ANY PARACHUTE JUMPING WAS IN PROGRESS. I RECEIVED NO RESPONSE FROM ANYONE -- EITHER ON THE GND OR IN THE AIR -- IN RESPONSE TO MY XMISSION FOR JUMP INFO. JUST PRIOR TO TAKING RWY 8 FOR DEP; I ANNOUNCED MY INTENTION TO DEPART RWY 8 AND MAKE A R DOWNWIND DEP. AGAIN I ASKED IF ANY JUMPING WAS IN PROGRESS. AGAIN I RECEIVED NO RESPONSE. ALL OF THESE XMISSIONS FROM MY INITIAL XMISSION TO TAXI UNTIL I SWITCHED FREQ TO ZLA WERE HEARD AND CAN BE VERIFIED BY THE MGR OF THE HOLTVILLE ARPT. UPON CLBOUT AFTER DEPARTING RWY 8; I HEARD A XMISSION ON CTAF 123.0 TELLING ME THAT PARACHUTE JUMPING WAS IN PROGRESS. I ASKED THE PERSON MAKING THE XMISSIONS WHY THEY HAD NOT BEEN MONITORING THE CTAF OF 123.0 AS REQUIRED BY REG. HE ASKED ME IF I WAS MONITORING THE UHF FREQ AND I TOLD HIM THAT I DID NOT HAVE A UHF RADIO INSTALLED IN MY PLANE. I ASKED THE PERSON WHICH WAY THEY WOULD LIKE ME TO TURN TO AVOID THE JUMPERS. I WAS GIVEN INSTRUCTIONS TO MAKE A R TURNOUT AND STAY S OF THE FIELD TO AVOID THE JUMPERS LNDG ON THE N SECTION OF THE FIELD. AT THAT TIME I SAW THE JUMPERS WHO WERE APPROX 500 FT AGL AND 3/4 MI N OF MY POS. WHEN I SWITCHED OVER TO ZLA; APPROX 2 MINS LATER I NOTIFIED CTR THAT THE PERSONS CTLING THE PARACHUTE DROPS AT THE HOLTVILLE ARPT HAD NOT BEEN MONITORING THE CTAF FREQ OF 123.0 AND ASKED HIM TO RELAY THAT INFO TO THE DROP ACFT THAT HAD NOT BEEN MONITORING THE FREQ AS REQUIRED. ZLA THEN RELAYED THIS INFO TO THE DROP ACFT. THE CAUSE OF THIS INCIDENT WAS THE FAILURE OF THE MIL ACFT TO MONITOR THE APPROPRIATE CTAF FREQ AS REQUIRED AND RELAY INFO REGARDING A PARACHUTE JUMP IN PROGRESS TO ANY ACFT IN THE AREA ON THE HOLTVILLE ARPT CTAF OF 123.0.
