CLRED INTO POS TO HOLD FOR TKOF; AN ACR OBSERVES ANOTHER ACFT ON AN ANGLING FINAL FOR THE SAME RWY WHO OFFERS TO CIRCLE UNTIL THE TKOF IS AUTH AND AIRBORNE. ATCT LCL CTLR'S COMMENT IS 'WHOOPS.'

Narrative

CLRED INTO POS TO HOLD; AND THEN CLRED FOR TKOF RWY 3; INTXN L. AS WE TAXIED ONTO RWY; OBSERVED A BEECHCRAFT MODEL 18 EXECUTING A TURN TO THE R ABOUT 3/4 MI OUT; AND OFFSET FROM RWY 32 CTRLINE ABOUT 45 DEGS. BEECHCRAFT PLT MADE A REMARK ON RADIO TO THE EFFECT THAT HE HAD ALREADY BEEN CLRED TO LAND ON RWY 32; AND WOULD CIRCLE UNTIL WE WERE AIRBORNE. TWR SAID SOMETHING TO THE EFFECT OF 'WHOOPS.' WE CONTINUED TKOF UNEVENTFULLY. WE HAD EXPERIENCED DIFFICULTY RECEIVING OUR ATC CLRNC; CLRNC DELIVERY RPTED 'NOT IN SYS.' GND CTL ALLOWED US TO TAXI TO RWY AWAITING OUR CLRNC; WHILE OUR DISPATCH REFILED US. WE WOUND UP HOLDING #1 AT INTXN L FOR SEVERAL MINS ON GND CTL FREQ WAITING; AND THEN GETTING OUR CLRNC. WE THEN SWITCHED TO TWR AND WERE IMMEDIATELY CLRED 'ON TO HOLD' AND VERY QUICKLY 'CLRED FOR TKOF.' THE RESULT WAS WE DID NOT HAVE GOOD 'RADIO AWARENESS' OF OTHER TFC. I SCANNED THE FINAL APCH COURSE TO RWY 32 VISUALLY AND ON TCASII; BUT FAILED TO SEE THE ACFT ON A 'DOGLEG' TO FINAL FOR OUR RWY. APPARENTLY; HE WAS FLYING AN OFFSET OR ANGLING APCH. LESSONS LEARNED: LOOK 'EVERYWHERE' FOR TFC APCHING YOUR RWY; AND BE ESPECIALLY ALERT FOR SITS WHERE YOU ARE SWITCHED TO A NEW FREQ AND GIVEN IMMEDIATE CLRNCS. NOTE: THIS WAS ONE OF THE BEST DAYS FOR WX WE HAVE HAD ALL WINTER!
