NMAC AT A NON TWR ARPT WHEN A C210 IS ON A MISSED APCH FROM AN ILS TO RWY 13 WITH OPPOSITE DIRECTION TFC ON APCH TO LNDG ON RWY 31 AT PVU; UT.

Narrative

WHILE ON FINAL APCH TO RWY 31; OUR ACFT ENCOUNTERED A C210 AT CLOSE RANGE AND TRAVELING IN THE OPPOSITE DIRECTION. THE C210 HAD JUST INITIATED THE MISSED APCH PROC FOR AN INST APCH INTO RWY 13. THESE ARE OPPOSING RWYS. AT THE TIME OF THE OCCURRENCE; AT LEAST 1 OTHER ACFT HAD BEEN ON SHORT FINAL (OUR ACFT WAS #2 ON FINAL APCH TO RWY 31); AND TOOK EVASIVE ACTION BY ABORTING THE LNDG TO AVOID THE C210 APCHING HEAD-ON. VISUAL INST APCHS FLOWN TO MINIMUMS FOR RWY 13 ARE A COMMON AND UNSAFE PRACTICE THAT OCCUR ON A REGULAR BASIS; WHILE MULTIPLE ACFT ARE USING A TFC PATTERN FOR AND LNDG ON RWY 31. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THERE ARE 3 FLT SCHOOLS AT PVU. RPTR STATED THAT THERE IS NOT ONE SINGLE FLT SCHOOL THAT CREATES THIS PROB. IN FACT; AT THE TIME OF THIS OCCURRENCE; THE ACFT WAS A TRANSIENT ONE FROM THE VALLEY. THE RPTR HAS TALKED WITH HIS CHIEF PLT ABOUT THESE INCIDENTS AND NOT MUCH CAME OF THE MEETING. DURING THE OLYMPICS THERE WAS A PART TIME ATCT TWR INSTALLED. THOSE CTLRS SAW THE PROB WITH TRAINING EVENTS AND HAVE ASKED THE FAA TO INSTALL A PERMANENT PART TIME ATCT FACILITY AT PVU. THIS WILL OCCUR AROUND THE MIDDLE OF NEXT YR. RPTR IS GOING TO STAY IN TOUCH WITH THE CHIEF PLT; THE LCL FSDO AND THE ARPT MGR. THE MISSED APCH PROC AS CHARTED IS PROBLEMATIC IN THAT THE ILS ACFT HAS TO PROCEED 6 MI STRAIGHT OUT BEFORE TURNING R. THIS PLACES THAT ACFT DIRECTLY IN LINE WITH ACFT ON APCH TO RWY 31. PERHAPS THE MISSED APCH PROC CAN BE ALTERED WITH AN EARLIER TURN TO THE S.
