DH8 CAPT ACCEPTED TKOF CLRNC BEFORE HAVING ALL ENGS STARTED OR CHKLISTS ACCOMPLISHED.
Narrative
WE WERE TAXIING SINGLE ENG TO RWY 9L IN MIA. AT THAT TIME WE WERE ALREADY ON TWR FREQ; THE CTLR TOLD US TO HOLD SHORT OF RWY 9L AT INTXN M1; BUT WE WERE SUPPOSED TO GIVE WAY TO A B757 THAT WAS ON OUR L; THE B757 WENT BY AND TWR INSTRUCTED A B727 TO GET INTO POS AND HOLD FOR THE FULL LENGTH. AT THAT TIME WE WERE APCHING OUR HOLDING SHORT LINE; AND WE WERE STILL ON A SINGLE ENG CONFIGN. WITHOUT ANY KIND OF INDICATION; THE TWR CLRED US FOR TKOF FROM INTXN M1. AT THAT TIME MY CAPT; TRYING TO START THE N1 ENG AT THE SAME TIME WE WERE TAXIING INTO POS FOR TKOF; EVERYTHING WAS A LITTLE BIT RUSHED FOR THAT TKOF. THERE WERE A COUPLE OF FACTORS FOR THIS SIT TO HAPPEN: 1) THERE WAS AT LEAST 4 AIRPLANES ON LINE FOR DEP IN FRONT OF US; SO I NEVER THOUGHT WE WERE GOING RIGHT AWAY. 2) THE FACT THAT WHEN THE B727 GOT INTO POS AND HOLD; TWR NEVER MENTIONED TO HIM THAT THERE WAS GOING TO BE A DH8 TAKING OFF FROM INTXN N1; WHICH NORMALLY WILL HELP US TO DETERMINE THAT WE WERE GOING NEXT. 3) SINCE HE MADE US WAIT FOR THE B757 TO GO BY; I THOUGHT THAT WOULD GIVE US EXTRA COUPLE OF MINS TO START THE ENG. WHAT I LEARNED WAS THAT WE SHOULD NEVER GET IN A SIT THAT RUSHES YOUR TKOF; YOU SHOULD TAKE YOUR TIME EVEN IF THAT MEANS TO SPEND A COUPLE OF MORE MINS ON LINE; AND REFUSE TO TWR FOR THE TKOF UNTIL WE ARE COMPLETELY READY.
