NEAR MISS OF ABOUT 1 MI DUE TO VECTORS OVER A SATELLITE ARPT. DEP CTL NEVER GAVE US A HIGHER ALT AFTER DEPARTING ATL. VECTORED US TOWARD PDK AT 4000 FT. RECEIVED TCASII ALERT; ACQUIRED TARGET VISUALLY. CLBED 200 FT THINKING OTHER ACFT WAS OVERSHOOTING ALT; BUT WHEN OTHER TFC STILL CONTINUED CLBING; I DSNDED 300 FT AND TURNED 20 DEGS L TO AVOID COLLISION. TFC PASSED ABOUT 1 MI IN FRONT OF US. SUPPLEMENTAL INFO FROM ACN 543318: HVY TFC VOLUME IN THE ATLANTA AREA WITH DEP OFF OF SATELLITE ARPTS HEAVIER THAN NORMAL DUE TO SPECIAL EVENTS. THERE WERE SEVERAL WBOUND JETS AND I WAS TRYING TO ACHIEVE THE REQUIRED IN-TRAIL SPACING WITH THE ZTL. I HAD STOPPED DEPS OFF OF ATL IN ORDER TO WORK OUT SOME ISSUES WITH ZTL 'W DEP.' THE LAST ATL DEP WAS AN E120 CLBING TO 7000 FT. THE JETS OFF OF ATL CLB TO 10000 FT; AND I DID NOT ISSUE ANY CLB INSTRUCTIONS TO CAR66 DUE TO VOLUME. WHEN CAR66 WAS 2 MI E OF PDK; THE CONFLICT ALERT WENT OFF FOR CAR66 AND A LEARJET DEP OFF OF PDK GOING EBOUND. I THEN CLBED CAR66 AND ADVISED THE SUPVR IN CHARGE OF THE SIT.
