Narrative

CAPT FLYING ON AN OVCST; GREY DAY; VISIBILITY GREATER THAN 7 SM. WE WERE CLRED BY APCH CTL FOR A VISUAL APCH TO RWY 27R AS WE PASSED 6000 FT ON A L BASE; WITH ADVISORIES OF A DASH 8 ON FINAL TO PARALLEL RWY 26. WE WERE HANDED OFF TO TWR PASSING 4000 FT. WE WERE ONCE AGAIN ADVISED ABOUT TFC LNDG ON PARALLEL RWY 26 AND WERE SUBSEQUENTLY CLRED TO LAND ON RWY 27R. ON SHORT FINAL AT APPROX 200 FT; WE PICKED UP ANOTHER DASH 8 ON SHORT FINAL TO RWY 35; XING RWY APCH END 27R. AT OUR 11 O'CLOCK POS AND 150 FT ALTITUDE. WE EXECUTED A GAR AND CROSSED OVERHEAD THE DASH 8 APPROX 100 FT. WE WERE NEVER ADVISED OF HIS POS AND WERE NOT AWARE OF HIS PROXIMITY TO US UNTIL SECONDS BEFORE EXECUTION OF GAR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR CALLED THE TWR. THE CTLR ADVISED THAT A SUPVR WAS NOT ON DUTY AND WAS NOT AWARE OF THE INCIDENT. THE RPTR STATED THAT HIS CONCERNS WITH THE TWR ENSURING TFC SEPARATION WERE NOT RESOLVED AND DURING THE CONVERSATION THE CTLR MADE STATEMENTS TO THE EFFECT THAT THESE 'TYPE EVENTS' WERE NOT UNCOMMON.
