PA28 PLT COMMENTS ON THE CONFUSION AND LACK OF STANDARDIZED PROCS AT LAL DURING A FLY-IN EVENT.

Narrative

WAS DEPARTING LAL. I HAD A TIME SLOT FOR XA45 DEP. CONTACTED GND CTL REQUESTING CLRNC TO CREW. WAS TOLD TO DEPART VFR AND PICK UP CLRNC IN AIR AND TOLD TO FOLLOW INSTRUCTIONS OF GND PERSONNEL FOR TAXI AND TKOF. WE WERE WAVED FOR TKOF ON R TXWY P. THERE WAS NO CONFLICT BUT I FEEL THIS WAS A DANGEROUS SIT. WE WERE TOLD BY ATIS AND BY WRITTEN INSTRUCTIONS FROM DUATS TO MONITOR GND CTL ON 121.4 (MAINTAIN RADIO SILENCE) AND PROCEED STRAIGHT OUT FOR 3 MI BEFORE PROCEEDING ON COURSE. MONITORING GND ON 121.4 THEY WERE GIVING TWR INSTRUCTIONS FOR INBOUND TFC BUT OF NO HELP FOR DEPS. THE FREQ WE WERE GIVEN BY GND CTL FOR CLRNC WHEN AIRBORNE WAS 119.5. WHEN WE USED THAT FREQ; IT WAS TPA TWR; WHO WAS UNABLE TO HELP. EVENTUALLY WE GOT ORLANDO ON 119.4 AND RECEIVED CLRNC. IT SEEMS TO ME GND CTL OR CLRNC DELIVERY SHOULD BE ABLE TO GIVE A CLRNC ON THE GND BEFORE TKOF WHEN A TIME SLOT IS REQUIRED FOR IFR. REALIZING THERE IS A LOT OF TFC IN A CONCENTRATED TIME PERIOD IT SEEMS THAT THERE SHOULD BE A DEP CTL WITH VOICE COM. TAKING OFF ON TXWY WITH HVY TFC LNDG ON PARALLEL RWY REQUIRES RADIO CTL WITH SUCH HVY CONGESTION.
