Synopsis

DC10 CREW HAD A RWY INCURSION ON RWY 24 AT MEM.

Narrative

ON TAXI OUT; NO CONTACT WITH GND CTL HELD SHORT OF TAXI THROAT; CONTACTED TWR; ADVISED NO CONTACT WITH GND CTL; TWR SAID 'ROGER CLRED TO RWY 27.' RIGHT IN FRONT OF US; MISUNDERSTOOD TWR AND TAXIED ONTO RWY 27. ONCE IN POSITION; TWR ADVISED WE WERE NOT CLRED ON RWY 27; TWR WAS REQUIRED TO WAVE OFF A C172. THERE WAS NO IMMINENT DANGER OF COLLISION. THE C172 WAS NOT WITHIN 3 MILES OF RWY. I BELIEVE THE MIS COM WITH TWR CAUSED THIS RWY INCURSION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: IN CALLBACK WITH THE FO; HE REPORTS THAT THERE IS A GND CTL RADIO DEAD SPOT ON THE VICINITY OF TXWY V AND THE END OF RWY 27. THE FAA HAS WORKED TO FIX THE PROB; TO NO AVAIL. THE ACFT WAS USING THE #1 RADIO WHICH IS ON THE UPPER ANTENNA. THIS SHOULD NOT HAVE BEEN A PROB WHEN THE LCL CTLR WAS CONTACTED; HE WAS SURPRISED BY THE CALL. HE DID NOT USE STANDARD TERMINOLOGY BY ISSUING THE CLRNC TO 'HOLD SHORT OF RWY 27.' ABSENCE THE HOLD SHORT CLRNC THE CREW THOUGHT THEY WERE CLRED INTO POSITION.
