Narrative
AT TEB; MY FO AND I WERE GIVEN CLRNC TO TAXI FROM THE GA RAMP ON THE W SIDE OUT TO RWY 24. THE CLRNC WAS TAXI VIA TXWY P; HOLD SHORT OF TXWY B. PRIOR TO REACHING TXWY B WE WERE INSTRUCTED TO CONTINUE AHEAD AND HOLD SHORT OF WHAT WE THOUGHT WAS RWY 24. THIS MEANT WE HAD TO CROSS RWY 19; WHICH WAS ACTIVE FOR ARRIVING TFC. UPON ENTERING TXWY A; GND CTL INFORMED US WE HAD CROSSED RWY 19 WITHOUT PERMISSION. MY CO-CAPT AND MYSELF WERE BOTH SURE WE HAD BEEN GIVEN PERMISSION TO CROSS RWY 19. NO CONFLICTS WITH OTHER ACFT OCCURRED. WE FEEL 2 THINGS LED TO THE PROB. FIRST; WE WERE PREPARING TO DEPART A BUSY ARPT WITH A COMPLICATED SID. WHILE TAXIING AND REVIEWING FOR THE FINAL TIME WE WERE DISTR. SECOND; I FEEL THAT NO ACFT SHOULD BE GIVEN PERMISSION OR CLRNC TO CROSS ANY ACTIVE RWY PRIOR TO BEING #1 TO CROSS AND AT THE HOLD SHORT LINE. THIS DOES 2 THINGS AT ONE TIME. FIRST; ALL CREWS KNOW THEY MUST BE AT THE HOLD LINE AND STOPPED PRIOR TO BEING ALLOWED TO CROSS. SECOND; THIS WOULD MAKE CREWS AND CTLRS COMMUNICATE PRIOR TO XING ANY ACTIVE OR INACTIVE RWY.
