Narrative

ON APR/SUN/02; AT AROUND XA30; WHILE ENRTE FROM SAN CARLOS; CA; TO SANTA MONICA; WE WERE GIVEN A VECTOR HDG FOR 11 O'CLOCK POS TFC. I CALLED THE TFC IN SIGHT (AN A320 AIRBUS) ABOUT 12 MI OUT MOVING L TO R. I ACKNOWLEDGED TO MAINTAIN VISUAL SEPARATION AND THE SPACING WAS GOOD. AT THAT POINT THE AIRBUS MADE A HARD R TURN IN OUR DIRECTION PASSING ON OUR R SIDE ABOUT 5 MI OUT. THE CAPT OF THE AIRBUS WANTED THE CTLR TO SAVE THE TAPES SO HE COULD FILE A COMPLAINT. AT ALL TIMES I HAD THE AIRLINER IN SIGHT. I FEEL THAT THE CAPT NEVER SAW US AND UPON RECEIVING A TCASII ADVISORY; RATHER THAN CHANGE HIS ALT; HE BLINDLY TURNED INTO US. MY CORRECTIVE ACTION WAS TO TURN SLIGHTLY TO THE L. THE ACFT WERE NEVER CLOSER THAN 5 MI TO EACH OTHER. SUPPLEMENTAL INFO FROM ACN 545843: DSNDING ON BSR ARR WITH BAY APCH. MUTUAL TFC CALLED AT 1 O'CLOCK POS; 5 NM. WE NEVER SAW ACFT. HE TOLD BAY HE HAD THE AIRBUS. BAY SAID TO HIM TO 'MAINTAIN VISUAL SEPARATION' AND CLRED US TO DSND TO 10000 FT MSL. SHORTLY AFTER; WE GOT A TCASII RA 'REDUCE DSCNT.' GREEN BAND BTWN 0 AND +/-1000 FPM. DISCONNECTED AUTOPLT AND FLEW TO -500 FPM. 5-7 SECONDS LATER WE GOT 'CLB; CLB NOW.' FULL PWR AND FULL AFT STICK APPLIED. NO GREEN AREA UNTIL +3500 FPM CLB. NAV DISPLAY WAS SELECTED TO 10 NM AT FIRST RA. RED SQUARE AT 1 - 1:30 O'CLOCK POS AND APPROX 2 NM TO 1.5 NM. TRACKED R TO US ON A COLLISION COURSE. NO CHANGE IN CLOCK POS. I THINK THE LAST NUMBER I SAW WAS 300 FT BELOW US. IT COULD HAVE BEEN LESS. I TOLD BAY WHAT HAPPENED AND ASKED THAT THE TAPES BE MARKED. ALSO; DECLARED AN NMAC WITH THEM. OTHER ACFT FAILED TO MAINTAIN VISUAL SEPARATION WITH US!
