Narrative
ACFT WAS TAXIING TO THE FBO LOCATION. FBO HAD RECENTLY RELOCATED. PLT REVIEWED ARPT DIAGRAM PRIOR TO DEP AND PLAN WAS TO DEPART RWY AT PREVIOUS FBO RAMP LOCATION AND TAXI W ALONG RAMP AND TXWY TO NEW FBO SITE. WHILE TAXIING BTWN LOCATIONS; ACFT L WING STRUCK A SIGN LOCATED IN A GRASSY MEDIAN ADJACENT TO TAXI PATH. WING OF ACFT STRUCK SIGN INBOARD OF WINGTIP FAIRING. WHITE SPD LIMIT SIGN WAS LOCATED IN A GRASSY MEDIAN WHICH WAS COVERED BY SNOW. SIGN VISIBILITY MAY ALSO HAVE BEEN OBSCURED BY BACKGND CLUTTER OF GRAY HANGARS. TXWYS IN VICINITY OF RAMP HAVE BEEN UNDERGOING REVISIONS. ARPT TAXI SIGNAGE IN VICINITY OF FBO IS MARGINAL. TXWY IDENT LOCATED INBOARD OF MEDIAN PROVIDES PLT WITH IMPRESSION THAT RAMP TAXI AREA EXTENDS WESTWARD WHEN IN ACTUALITY; TXWY H PROGRESSES N OF RAMP AND PARALLEL TO PREVIOUS RAMP/TAXI AREA. RAMP EDGE MARKINGS CONSISTING OF THIN DOUBLE LINES WERE FADED AT W EDGE OF PREVIOUS FBO RAMP LEADING TO PREVIOUS TAXI RTE. TAXI MARKINGS WERE REPLACED WITH WHITE DASHED LINE IN THIS VICINITY FOR VEHICULAR LAND IDENT. ACFT MISTAKENLY TAKING THIS PATH ARE NOT AFFORDED THE PROPER WING CLRNC FROM SIGNS AND OBSTRUCTIONS LOCATED ADJACENT. FURTHER CONFUSION IS PROVIDED BY A LARGE SIGN AT THE ENTRANCE TO THIS AREA THAT INDICATES 'ACFT HAVE THE RIGHT-OF-WAY.' FBO STAFF AND MAINT PERSONNEL AT FBO INDICATE NUMEROUS PVT AND COMMERCIAL ACFT MISTAKENLY TAKE THE SAME PATH ON A FREQUENT BASIS. INADEQUATE TAXI/RAMP AREA MARKINGS COUPLED WITH VISUAL EFFECTS CAUSED BY SNOW IN GRASSY MEDIAN AND WHITE SIGNAGE AGAINST GRAY HANGAR CLUTTER CAUSED PLT NOT TO SEE THE SIGN PRIOR TO THE ACFT WING STRIKE;
