NEAR GND COLLISION WHEN A FIRE TRUCK IS CLRED ONTO THE SAME RWY WITH A XING C152 AT CMI; IL.

Narrative

WE WERE IN L TFC FOR RWY 4L; AND I WAS IN THE R SEAT AS A FELLOW MEMBER OF THE FLYING TEAM THAT WAS PRACTICING PRECISION LNDGS. CFR WAS CONDUCTING THEIR MORNING RWY LIGHT CHK. WE REQUESTED A FULL STOP SO THAT I COULD GET SOME PRACTICE IN. AFTER TOUCHING DOWN ON THE NUMBERS OF RWY 4L; WE WERE TOLD TO TURN R ONTO RWY 18; L ONTO TXWY B1; AND CONDUCT OUR PLT CHANGE THERE; REMAINING CLR OF RWY 4L. AS WE APCHED RWY 18 AND WERE BEGINNING A SOFT R TURN; THE TWR/GND CTLR (SHE WAS WORKING AND XMITTING ON BOTH FREQS SIMULTANEOUSLY) TOLD FIRE #1; THE FIRE COMMAND VEHICLE HOLDING SHORT OF RWY 4L ON RWY 36; TO 'DRIVE RWY 36 AND GIVE WAY TO THE CESSNA.' SINCE WE WERE ON THE TWR FREQ AND HE WAS ON GND; WE DID NOT HEAR HIS REPLY. WE HAD JUST CROSSED ONTO RWY 18 POINTED TOWARDS TXWY B1 AS HE BEGAN DRIVING RWY 36. WE HAD TO USE THE BRAKES TO AVOID A COLLISION; AND HE PASSED ABOUT 40 FT IN FRONT OF US ON THE RWY CTRLINE. WE WERE TAXIING AT ABOUT 15 KTS AT THE TIME THE IMMINENT COLLISION WAS PERCEIVED; AND THE BRAKES APPLIED. SINCE WE DID NOT HEAR HIS READBACK; WE THINK THAT HE MAY HAVE BELIEVED THAT HE HAD THE RIGHT-OF-WAY SINCE HE WAS TO OUR R. OVERALL; IT WAS AN OBVIOUS MISUNDERSTANDING OF INSTRUCTIONS.
