JFK LCL CTLR IS CONCERNED WHEN THE TMU AT NEW YORK TRACON SELECTS RWYS WITH A STRONG XWIND.
Narrative
ONCE AGAIN THE TFC MGMNT FOLKS ARE MORE CONCERNED ABOUT DELAYS THAN SAFETY. WHILE WORKING LCL CTL AT JFK; I WAS FORCED TO LAND ACFT ON RWYS 4R&L WITH WINDS OF 140 DEGS; AT SPDS OF 25 KTS GUSTING TO 30 KTS. THE TMU DID NOT WANT TO USE THE ILS TO RWY 13L BECAUSE OF ITS IMPACT ON DELAYS IN THE NEW YORK AREA. WE WERE FORCED TO LAND ACFT ON RWY 4R IN IFR CONDITIONS WITH NO USABLE RWY LIGHTS AND A 30+ KT XWIND FOR THE SAKE OF DELAYS. I WRITE THESE RPTS EVERY TIME WERE FORCED INTO THESE CONFIGNS AND I AM BEGGING YOU TO PLEASE GET THE TRACON TO STOP DOING THIS BEFORE SOMEONE GETS HURT. PLTS COMPLAIN AND IT IS VERY UNSAFE. THE TWR HAS A RWY WIND CHART THAT IS ALWAYS IGNORED IN SITS LIKE THIS AND I DON'T KNOW WHY. I AM AWARE THAT EFFICIENCY IS IMPORTANT; BUT WHEN IT COMPROMISES SAFETY WE NEED TO DRAW THE LINE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID RWY CONFIGNS AT JFK ARE DECIDED BY THE NEW YORK TRACON. HE SAID THE REASON IS BECAUSE EACH JFK RWY CONFIGN IMPACTS LGA; EWR; AND TEB. HE SAID A CONFERENCE CALL IS MADE AT THE BEGINNING OF EACH SHIFT WITH ALL TMC'S AND THE TMU AT NEW YORK TO DETERMINE RWYS TO BE USED.
