Narrative
THE CTLR WAS UPSET BECAUSE THE RANDOM RTE CLRNC WAS NOT REQUESTED 90 MINS PRIOR TO THE ENTRY POINT! THE CTLR WANTED 90 MIN LEAD TIME ON THE CLRNC REQUEST. THAT IS WELL IN ADVANCE OF THE NORM OR THE REQUIREMENT. IF MORE LEAD TIME IS REQUIRED; THE PLT GROUP SHOULD BE INFORMED. SHANWICK HAS A BAD ATTITUDE! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: PLT INDICATED THAT THIS ACR HAS NO SPECIAL CONTACT PROCEDURES IN THEIR COMPANY FOM. THE COMPANY HAS NOT RESPONDED TO THIS PLT'S RPT. THE PLT HAD NOT NOTICED THE 40 MIN REQUIREMENT ON THE COMMERCIAL CHART. ANALYST HAD AN EXTENSIVE CALLBACK WITH A MGR OF ATC OCEANIC CTL; AT SHANWICK; SCOTTISH CTL. THE MGR WAS DISTRESSED TO HEAR THAT ONE OF THE EGGX CTLRS WAS LESS THAN A PERFECT GENTLEMAN ON THE RADIO. THE MGR INDICATED THE ADVANCED TIME IS LISTED IN THE PUBLICATION 'UK AIR PLT' WHICH IS THE BRITISH VERSION OF THE AIRMAN'S INFO MANUAL. IT IS NOT A REQUIREMENT; BUT A RECOMMENDATION THAT AIR CREWS GIVE EGGX 40 TO 90 MIN NOTICE OF OCEANIC CLRNC REQUEST. THIS IS TO GIVE EGGX ADEQUATE TIME TO GET THE ACFT IN A PROPER QUEUE FOR MOST EFFICIENT OCEANIC XING. ANALYST ALSO DISCUSSED THE INCIDENT WITH THE FLT DISPATCH INTERNATIONAL OPS MGR AT A MAJOR US ACR THAT OPERATES ATLANTIC FLTS. THIS ACR KNEW NOTHING OF THE RECOMMENDATION. HE INDICATED THAT THE ACR WILL REVISE ITS ATLANTIC OPERATING PROCS AND ISSUE A CREW NOTAM UNTIL THE COMPANY FOM IS REVISED.
