RWY INCURSION WHEN A GA TWIN PLT EXITS RWY 17 ONTO RWY 4-22 WITHOUT CLRNC FROM FCT TWR CTLR AT IXD; KS.

Narrative

I RETURNED TO MY HOME ARPT FOLLOWING A LONG XCOUNTRY FLT FROM WILMINGTON; DE. I WAS CLRED TO LAND ON RWY 17. THIS RWY INTERSECTS A SMALLER RWY 4/22. THERE ARE ONLY 2 TXWY EXITS FROM THE RWY. TXWY H; WHICH IS NEAR THE APCH END OF RWY 17; OTHERWISE YOU MUST GO ALL THE WAY TO THE END OF THE RWY TO EXIT. FOR A HIGH PERFORMANCE ACFT; IT IS UNUSUAL TO MAKE TXWY H; AND AS A RESULT; RWY 4/22; WHICH LIES AT MID-FIELD IS THE USUAL METHOD OF EXITING THE RWY. I COMPLETED THE LNDG ROLLOUT AND SLOWLY TAXIED UP TO RWY 4/22 AND AS USUAL; STARTED A R TURN TO THE PARKING AREA. AS I STARTED THE TURN; THE TWR ADVISED ME TO 'TAXI TO PARKING; AND TO MONITOR GND POINT 4.' DURING MY LNDG THE TWR CTLR WAS VERY BUSY. THERE WAS AN ACFT ON THE ILS RWY 35 COMPLETING A PRACTICE APCH; A STUDENT PLT WAS IN THE PATTERN DOING TOUCH-AND-GOES; AND THERE WAS ANOTHER ACFT ON FINAL BEHIND ME. AS A RESULT FROM THE TIME I LANDED UNTIL I CLRED THE RWY; THE CTLR WAS INVOLVED IN NON-STOP COMS. AFTER LNDG; THE TWR CTLR CONTACTED ME BY PHONE AND; TO MY SURPRISE; I WAS TOLD THAT I HAD COMMITTED A RWY INCURSION BY TURNING ONTO RWY 4/22 WITHOUT AUTH. I WAS INCREDULOUS! IF THAT RWY HAD BEEN ACTIVE; I WOULD HAVE BEEN TOLD TO LAND AND HOLD SHORT; AND I WAS NOT. THE CTLR STATED THAT HE WAS ABOUT TO CLR ME TO MAKE THE TURN ONTO RWY 4/22; BUT HE HAD NOT DONE SO BY THE TIME I MADE THE TURN. I ASKED WHAT I SHOULD HAVE DONE. I POINTED OUT THAT I SHOULD CLR THE ACTIVE RWY AT THE FIRST AVAILABLE POINT; PARTICULARLY SINCE THERE WAS ADDITIONAL LNDG TFC; AND RWY 4/22 WAS THE FIRST AVAIL EXIT. DID HE WANT ME TO TAXI ALL THE WAY TO THE END OF RWY 17 AND TIE UP THE ACTIVE RWY? 'WELL; YES; OR I COULD HAVE STOPPED ON THE ACTIVE RWY AND ASKED FOR GUIDANCE.' I COULD NOT BELIEVE WHAT I WAS HEARING; SO I ASKED AGAIN. 'YES' WAS THE REPLY; 'OR NEXT TIME PERHAPS YOU SHOULD ASK FOR TAXI INSTRUCTIONS WHEN YOU ARE CLRED TO LAND!' OBVIOUSLY I WILL NOT AGAIN EXIT ONTO RWY 4/22 WITHOUT CLRNC.
