Narrative
RPTED WX AT DESTINATION ARPT; KFOK; RPTED 10 SM; 2400 BKN; WINDS 080/16G22. THE CREW PLANNED AN ILS TO RWY 24 AND CIRCLE TO RWY 6. UPON CONTACT WITH APCH; WE WERE ASKED WHAT APCH WE INTENDED TO USE. I ADVISED ILS 24 WITH CIRCLE TO RWY 6. CTL ADVISED THAT THE ILS HAD NOT BEEN IN OP FOR 2 YRS. I HAD A CURRENT COMMERCIAL APCH PLATE IN FRONT OF ME. WE THEN CHOSE THE NDB 24 WITH A CIRCLE TO RWY 6; WHICH RAISED THE MINIMUMS. ACTUAL CEILINGS AT ARR WERE 700 FT AGL. IF THEY HAD BEEN ANY LOWER WE WOULD NOT HAVE MADE IT IN. HOW CAN THERE BE A CURRENT APCH CHART TO AN ARPT WITH NO EQUIP FOR THE APCH? ESPECIALLY FOR 2 YRS? THIS SIT SEEMED TO BE COMMON KNOWLEDGE TO THE FBO STAFF AS WELL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: AN OFFICER FROM THE AIR NATIONAL GUARD REVEALED THAT THE ILS TO RWY 24 IS INOP; AND HAS BEEN FOR APPROX TWO YRS. A NEW ILS IS BEING INSTALLED AND IS EXPECTED TO BE OP BY SUMMER'S END. RESPONSIBILITY FOR THE INSTALLATION AND MAINT OF THE ILS LIES WITH THE U. S. AIR NATIONAL GUARD.
