Narrative
I WAS RIDING JUMP SEAT IN A HAWKER 1000. WE WERE ON THE VISUAL APCH TO RWY 25 AT TOL. AS PER COMPANY SOPS; WE WERE FOLLOWING THE ILS IN. ABOUT 5 MI OUT; WE HAD A LOC FAILURE ON #2 FMS. IT CAME BACK AND FAILED AGAIN. AFTER LNDG; WE TOOK A CREW CAR INTO TOWN FOR LUNCH. AS WE LEFT THE ARPT; WE SAW 2 POLICE CARS PARKED ALONGSIDE THE ROAD NEAR THE ARPT BOUNDARY; POSSIBLY IN THE ILS CRITICAL AREA. TOL CTL TWR HAS BEEN ADVISED AND ARE CHKING TO SEE IF THE ILS CRITICAL AREA EXTENDS THAT FAR. HOWEVER; IF THE POLICE WERE USING RADAR GUNS; COULD THAT HAVE INTERFERED WITH THE AVIONICS? NO ONE ELSE HAD RPTED PROBS WITH THE LOC AND OUR EQUIP WORKED FINE UPON ARRIVING BACK AT BDL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: A CONVERSATION WITH THE RPTR REVEALED LITTLE MORE INSIGHT INTO THE EVENT; EXCEPT TO SAY THE ACFT INVOLVED HAS HAD NO FURTHER; ILS/LOC PROBS. SUPPLEMENTAL INFO: A SYS SUPPORT CTR; (SSC) MGR FOR TOL; REVEALED THAT THE 'ILS CRITICAL AREA' IS WELL WITHIN THE ARPT BOUNDARY AND THAT ILS/LOC RELIABILITY SHOULD NOT BE AFFECTED BY ACTIVITY CONDUCTED ON THE ROADWAYS ADJACENT TO THE ARPT.
