C152 PLT ENTERED OWD CLASS D WITHOUT OBTAINING CLRNC FROM THE ATCT LCL CTLR.

Narrative

ON JUN/WED/02 I WAS FLYING IN THE S BOSTON AREA. APPROX XA30 I WAS FLYING IN BOSTON CLASS B AIRSPACE. I HAD A CLRNC FROM BOSTON INTO CLASS B AIRSPACE AND WAS SQUAWKING A DISCRETE CODE ON THE XPONDER. AS WE GOT NEAR THE END OF CLASS B AIRSPACE THE CTLR ISSUED A FREQ CHANGE. I IMMEDIATELY CHANGED TO 126.00 NORWOOD TWR AND REQUESTED PERMISSION TO ENTER OWD CLASS D AIRSPACE. I WAS INSTRUCTED TO CONTACT THE TWR ON THE GND BECAUSE I HAD ENTERED OWD'S AIRSPACE. WE WERE STILL IN BOSTON'S CLASS B AIRSPACE; BUT I COMPLIED WITH THE TWR REQUEST AND LANDED TO TALK TO THE NORWOOD CTLR. HE PROCEEDED TO YELL AT ME AND TELL ME THAT HE HAS HAD ENOUGH AND THAT OUR PLTS BUST HIS AIRSPACE ALL THE TIME. I EXPLAINED TO HIM THAT FOR THE 2 YRS I HAVE FLOWN IN THE AREA THIS WAS THE FIRST I HAVE HEARD OF A PROB. I TOLD HIM THAT I WOULD ORGANIZE A MEETING OF ALL THE PLTS AND WORK OUT THIS PROB WITH FLYING THROUGH THIS AIRSPACE. I BELIEVE THAT TOGETHER THE SIT CAN BE REMEDIED. CALLBACK CONVERSATION WITH OWD TWR REVEALED THE FOLLOWING INFO: THE SUPVR STATED THIS OCCURRENCE IS NOT THAT UNCOMMON. A90 TRACON HAS A POS LOCATED IN THE BOS TWR CAB THAT IS RESPONSIBLE FOR ALL LOW LEVEL VFR TFC OPERATING IN BOS CLASS B. THE TERMINOLOGY USED FOR THIS CTLR IS THE A90 'SKYWAYS' CTLR. OTHER FACILITIES USE THE NAME 'CLASS B' CTLR. THERE IS NO LANDLINE BTWN THIS CTLR AND OWD TWR. AT TIMES THIS CTLR GETS BUSY AND THE FREQ HDOF IS NOT MADE IN A TIMELY MANNER. THE TWR SUPVR REFERENCED AIM 3-2-1-D. THIS STATES GETTING CLRNC IS THE PLT'S RESPONSIBILITY WHEN A VFR PLT IS RECEIVING RADAR ADVISORIES. OF COURSE; THE 64 DOLLAR QUESTION IS; DOES THIS APPLY TO A PLT OPERATING IN CLASS B UNDER DIRECT ATC CTL? CALLBACK CONVERSATION WITH BOS TWR REVEALED THE FOLLOWING INFO: I SPOKE WITH A BOS TWR PROCS SPECIALIST ABOUT THE ALLEGED LACK OF A LANDLINE BTWN THE SKYWAYS CTLR POS IN THE TWR AND OWD TWR. I WAS TOLD THERE IS AN INDIRECT ACCESS DIAL LINE IN PLACE. THE FACILITY HAS REQUESTED THAT THIS LINE BE UPGRADED/REPLACED WITH A DIRECT LINE. THE FACILITY WILL ALSO BRIEF THEIR PERSONNEL ABOUT THE LINE THAT IS PRESENTLY AVAILABLE AND MENTION THE NEED TO COORDINATE WITH OWD TWR IN A TIMELY MANNER.
