Narrative
MY FO AND I WERE FLYING TO MARSH HARBOR ON AN IFR FLT PLAN WHEN ATC NOTICED THAT OUR XPONDER WAS INOP AND SHOWING ERRONEOUS ALTS. I DECIDED TO CHANGE XPONDERS WHEN IT SHOWED A DIFFERENT ALT ON THE SCOPE. MY FO'S HSI BECAME INOP. I DECIDED TO TURN BACK AND TO DO THE APCH ILS RWY 08 AT FXE. WHILE ON RADAR VECTORS AND WHILE ON THE FINAL APCH I ASKED FOR GEAR DOWN BEFORE LNDG CHKS AT THE OM. MY FO SAID TWO GREEN. I NOTICED THAT THERE WERE ONLY 2 GREENS; ONLY MAIN. THE NOSEWHEEL STEERING WAS STUCK. MY FO TOOK OUT THE CHKLIST AND DID THE PROCS. WHILE DOING THEM I VERIFIED IT WAS COMPLETE. I ALSO DID CHK FOR ANY OTHER MALFUNCTION. I XFERRED ALL ELECTRICAL SYS; CHKED CIRCUIT BREAKERS. NOTHING SEEMED TO WORK. ALSO VERIFIED WITH THE TWR. TOLD TWR AND ATC THAT I WAS DECLARING AN EMER. WHILE BEING VECTORED WE DID EVERYTHING IN OUR PWR. THE NOSEWHEEL WAS STUCK. I ATTEMPTED EVERYTHING ON THE FOURTH APCH. I DECIDED TO LAND AND WE HIT THE RWY ON THE MAINS AND THE AIRPLANE VEERED TO THE R; STRIKING THE PROPS.
