GA ACFT HAS NMAC DURING FINAL APCH.

Narrative

I WAS PRACTICING TKOFS AND LNDGS AT QUAD CITY INTL ARPT IN A CIRRUS SR20. DURING FACTORY TRAINING AND FLT HOME; ALL SYS WORKED FINE AND THE RADIOS WERE OPERATING NORMALLY. THIS WAS THE SECOND TIME I HAVE FLOWN SINCE IT WAS BROUGHT BACK AND DURING MY FIRST FLT ON THE EVENING OF 07/WED/02; I EXPERIENCED RADIO PROBS. I RETURNED THE NEXT MORNING TO CHK THE RADIOS AND IDENT THE PROB; IF I COULD. THE RADIOS WORKED FINE ON THE GND BUT WERE CUTTING OFF AND ON DURING CLBOUT UNTIL THE PWR WAS REDUCED FOR LNDG. WITH FULL PWR ON TKOF AND CLBOUT; THERE WAS TOO MUCH STATIC TO THE POINT I COULDN'T HEAR THE TWR. AFTER 2 TRIES; I DECIDED TO QUIT AND TOLD THE TWR THAT I WAS GOING TO MAKE A FULL STOP LNDG. ON DOWNWIND I LOST ALL RADIO CONTACT WITH THE TWR AND AS I WAS MAKING MY TURN FROM BASE TO FINAL; NOTICED ANOTHER ACFT ABOVE AND SLIGHTLY IN FRONT OF ME THAT APPEARED TO MAKE A GAR. I MADE A FULL STOP LNDG; TAXIED TO THE RAMP. THE PLT OF THE OTHER ACFT CONFRONTED ME ON THE RAMP AND TOLD ME THAT I OPERATED IN AN UNSAFE MANNER AND WAS GOING TO RPT TO THE FAA. I TOLD HIM THAT I WAS HAVING RADIO PROB AND THE TWR WAS FULLY AWARE OF IT AND THAT I DIDN'T SEE HIM UNTIL I TURNED FINAL. MY EXPLANATION DIDN'T SEEM TO SATISFY HIM AND HE WAS IRATE. I CALLED THE TWR SUPVR AND TOLD WHAT HAD HAPPENED AND APOLOGIZED FOR THE INCIDENT. I AM HAVING THE RADIOS CHKED BEFORE MY NEXT FLT; WHENEVER THAT MIGHT BE.
