Narrative
BE58 DEPARTED TOA ON SVFR AND RPTED VFR CLBING THROUGH 1000 FT MSL HEADED TOWARD THE SPECIAL FLT RULES AREA OVER LAX. ACFT CLBED TO 4500 FT MSL AND ENTERED THE SPECIAL FLT RULES AREA SQUAWKING XXXX. ACFT EXITED THE SPECIAL FLT RULES AREA AT 4500 FT AND COMMENCED GRADUAL CLB TO 4850 FT MSL SO AS TO EXIT THE CLASS B AIRSPACE TO THE N ABOVE THE CLASS C AIRSPACE CTLED BY SOCAL IN THE VAN NUYS/BURBANK AREA WHICH EXTENDS TO 4800 FT AGL. APPROX 1/2 MI S OF SMO; WHILE LEVEL AT 4850 FT MSL; THE PLT OF THE BE58 SAW A TWIN ENG TURBOJET ACFT AT APPROX THE SAME ALT HEADING EBOUND VERY CLOSE TO THE BE58. THE PLT INITIATED A CLB TO AVOID A POSSIBLE COLLISION AND ATTEMPTED TO REMAIN CLR OF THE CLASS B AIRSPACE. AS SOON AS THE CONFLICT WAS AVOIDED; THE BE58 DSNDED TO 4850 FT MSL AND EXITED FROM BELOW THE CLASS B AIRSPACE. THE BE58 CONTINUED TO ITS DEST; CONTACTING THE APCH CTL FACILITY AT RENO 45 NM S OF FMG VOR. THE FLT WAS WORKED BY THE RENO APCH NORMALLY UNTIL BEING TOLD TO SQUAWK 1200 AND RADAR SVCS WERE TERMINATED AT WHICH TIME THE APCH CTLR TOLD THE BE58 THAT ZLA WOULD LIKE A PHONE CALL. THE PLT CALLED ZLA BUT WAS TOLD THAT THE CTR DID NOT KNOW WHAT THE CALL WAS ABOUT. THIS PLT HAS EXTENSIVE EXPERIENCE WITH THE COMPLEX AIRSPACE IN THE LOS ANGELES AREA AND UNDERSTANDS THE RELATIONSHIPS OF THE VARIOUS CTL FACILITIES. THE PLT ROUTINELY FLIES IFR DEPARTING AND ARRIVING TOA AND HAS ON MANY OCCASIONS BEEN VECTORED AT AND BELOW 5000 FT MSL IN AND UNDER THE CLASS B AIRSPACE. THE NEAR MISS ACFT WAS OPERATING AT OR BELOW THE 5000 FT MSL FLOOR OF THE CLASS B AIRSPACE. IF THE ACFT WAS IN COM WITH ATC IT WOULD SEEM THAT ATC WOULD HAVE CALLED OUT THE BE58 AS TFC. THE COMPLEXITY OF THE AIRSPACE; WITH THE 5000 FT FLOOR OF THE CLASS B AIRSPACE AND THE 4800 FT CEILING OF THE CLASS C AIRSPACE CREATES A 200 FT WINDOW WHERE ACFT ENTERING AND EXITING THE LOS ANGELES BASIN ARE FUNNELED THROUGH.
