ON DEP OUT OF LGA ON AN ASSIGNED HDG OF 330 DEGS; CLBING TO 15000 FT; WE WERE GIVEN A TURN TO 310 DEGS. FURTHER CLRNC TO 290 DEGS. PASSING THROUGH 5800 FT WE WERE TOLD TO LEVEL AT 7000 FT. AS WE WERE LEVELING AT 7000 FT THE CTLR DIRECTED US TO EXPEDITE THROUGH 9000 FT. I (THE FO; PF) ASKED THE CAPT (PNF) TO CONFIRM THE INSTRUCTION AND OUR ASSIGNED ALT WHILE MAINTAINING 7000 FT. THE CAPT QUERIED THE CTLR; ASKING TO CONFIRM 9000 FT; BUT THE CALL WAS BLOCKED. THE CTLR CONTINUED TO MAKE A RAPID SERIES OF RADIO CALLS THAT PREVENTED US FROM GETTING A RADIO CALL IN TO CLARIFY OR CONFIRM THE CTLR'S INSTRUCTION. THIS SERIES OF RADIO CALLS ENDED WITH ANOTHER CALL TO US TO TURN R TO 330 DEGS AND CLB TO 15000 FT. WE WERE THEN SWITCHED TO ZNY FREQ. CLBOUT WAS CONTINUED FROM 7000 FT TO 15000 FT WITH NO ADDITIONAL COMMENTS OR QUESTIONS FROM ANY OF THE CTLRS. FELT THE CTLR DID NOT GIVE US TIME TO ANSWER OR QUERY HER INSTRUCTION TO EXPEDITE THROUGH 9000 FT BEFORE MAKING OTHER RADIO CALLS TO OTHER ACFT UNDER HER CTL. SUPPLEMENTAL INFO FROM ACN 556537: WE WERE LATER ASSIGNED A HIGHER ALT; AND THE CTLR SAID NOTHING ABOUT OUR ALT DEVS. THE CTLR WAS VERY BUSY AT THE TIME; SO WE DID WHAT WE THOUGHT WAS THE SAFEST THING AT THE TIME; WHICH WAS LEVEL OFF AT 7000 FT.
