A LIGHT TWIN CFI PLT MAKES A PLANNED GEAR UP LNDG WHEN HE IS UNABLE TO EXTEND THE LNDG GEAR BY ANY MEANS AT EMW; WI.
Narrative
I WAS VECTORED TO INTERCEPT RWY 6L LOC AT ENW. I PUT APCH FLAPS DOWN AND PUT THE GEAR HANDLE DOWN. THE CIRCUIT BEAKER POPPED; TRIED TO RECYCLE SEVERAL TIMES BUT CIRCUIT BREAKER POPPED EVERY TIME. I ADVISED TWR I WAS HAVING GEAR PROBS AND TOLD HIM I WOULD FLY E OVER LAKE MICHIGAN TO ATTEMPT TO RESOLVE THE PROB. AFTER 5 MINS OF RECYCLING THE GEAR HANDLE; I WENT THROUGH THE EMER (EXTENSION CHKLIST). I ENGAGED THE MANUAL CRANK BUT IT WOULD NOT TURN. I REENGAGED THE CRANK BUT IT WOULD NOT BUDGE. I TURNED BACK W TO FLY OVER THE ARPT AND CALLED KENOSHA FBO TO TALK TO MR X THE MAINT SUPVR. WE WENT THROUGH THE VARIOUS OPTIONS TO NO AVAIL. I HAD A PAX IN THE REAR SEATS WHO HAD A BETTER ANGLE AT TURNING THE CRANK BUT SHE COULD NOT TURN IT EITHER. I THEN DECLARED AN EMER; WAITING FOR THE CRASH TRUCKS TO GET INTO POS AND MADE A LOW FLAT APCH TO RWY 6L. ABOUT 1/2 MI OUT I CUT ELECTRICAL PWR AND AT 50 FT I PULLED THE MIXTURE CTL AND FEATHERED THE PROPS. I SLID ABOUT 300-500 FT AND EVACED THE AIRPLANE AFTER IT CAME TO A STOP. THERE WAS NO FIRE. NO SUBSTANTIAL DAMAGE OCCURRED AND IT IS NOT A REPORTABLE ACCIDENT. THIS INCIDENT WAS THE RESULT OF A LNDG GEAR MALFUNCTION.
