Narrative
I WAS TAXIING MY DEPT'S CESSNA 182P NBOUND ON TXWY C; TOWARDS MY INITIAL ASSIGNED HOLD POINT; INTXN K; JUST PRIOR TO RWY 19L. AS I WAS APCHING THE ASSIGNED INTXN; SNA TWR ADVISED ME TO CROSS RWY 19L AT TXWY K; AND HOLD SHORT OF RWY 19R AT TXWY K. ALSO; THE CTLR ADVISED A B737 TO CROSS RWY 19L AT L INTXN ONTO RWY 19R. AS I BEGAN XING RWY 19L; I INCREASED MY TAXI SPD SLIGHTLY. ABOUT 3/4 ACROSS RWY 19L; MY METAL KNEEBOARD; WHICH WAS STRAPPED ACROSS MY R LEG BY AN ELASTIC BELT AND A 2-PIECE FASTENER; SHIFTED AND TURNED FROM FACING-UP (NORMAL POS) TO SLIDING R AND DOWNWARD POS. I THEN MOMENTARILY REMOVED MY R-HAND OFF THE ENG THROTTLE KNOB; RAISED MY R LEG SLIGHTLY AND GAVE THE SHIFTING KNEEBOARD A QUICK SHOVE TO GET IT UPRIGHT. IT WAS ALSO ABOUT THIS TIME; I OBSERVED MYSELF APCHING THE HOLDING AREA BTWN RWYS 19L AND 19R; AND OBSERVING THE B737 BEGINNING ITS SLOW TAXI ONTO RWY 19R. THE HOLDING AREA BTWN THE RWYS; WAS SLIGHTLY LARGER THAN THE LENGTH OF MY ACFT. AS I APCHED THE HOLDING AREA; WHEN I RAISED MY R LEG SLIGHTLY AND SHOVED THE KNEEBOARD; IT UNEXPECTEDLY; FLIPPED-UP OFF MY LEG; AND ENDED UP ON THE FLOOR AREA SOMEWHERE BTWN MY CHAIR AND THE RUDDER PEDALS. AS I THEN LOWERED MY R FOOT BACK TO THE FLOOR; I COULD FEEL BENEATH MY R FOOT THE KNEEBOARD. I NEEDED TO GET IT OUT OF THE WAY; SO THAT IT WOULD NOT RESTRICT MY ACCESS TO THE R PEDAL. I WANTED TO KICK IT SIDEWAYS AND AFT. BUT; IT EVENTUALLY ENDED UP LODGED BTWN THE CTR PEDESTAL AND JUST FORWARD; AND AGAINST THE FACE OF THE R PEDAL. MY ACFT WAS NOW WITHIN THE HOLDING AREA; AND STILL MOVING ABOUT THE SAME SPD AS I HAD CROSSED RWY 19L; AND APCHING THE RWY 19R HOLD SHORT LIMIT LINE. I IMMEDIATELY ATTEMPTED TO DEPRESS BOTH PEDALS; WITH THE KNEEBOARD LYING AGAINST THE R PEDAL; TO SLOW AND STOP THE ACFT. ALL THAT ACTION DID WAS INDUCE BRAKING ACTION ON THE L WHEEL; CAUSING THE ACFT TO BEGIN AN IMMEDIATE TURN TO THE L; TOWARDS THE TXWY PERIMETER LIGHTS AND INFIELD GRASS AREA. I RELEASED THAT BRAKING ATTEMPT; AND WAS ABLE TO FORCE ENOUGH R PEDAL TO GET THE ACFT SOMEWHAT STRAIGHT AHEAD AGAIN; BUT IT WAS STILL MOVING. WITH THE ACFT QUICKLY APCHING THE RWY HOLD SHORT LINE; I WANTED TO STOP THE ACFT WITHOUT HAVING TO TURN IT INTO THE GRASS INFIELD; BUT I NEEDED A FEW MORE SECONDS; AND CONCRETE AHEAD TO EFFECT A STOP. I REALIZED THAT THIS WOULD MEAN HAVING TO CROSS OVER THE HOLD SHORT LINE. I GRABBED THE PARKING HANDLE WITH MY R HAND; MY R FOOT AGAINST THE TOP OF THE R RUDDER PEDAL; AND APPLIED THE L BRAKE ALL IN ONE INSTANCE. IT BROUGHT THE ACFT TO AN IMMEDIATE HALT PAST THE HOLD SHORT LIMIT LINE; AND SEVERAL FEET SHORT OF THE RWY. ALL ABOUT THIS TIME; THE CTLR WAS DEMANDING THAT I STOP. I ACKNOWLEDGED HIS CALL; WITH A SHAKEN VOICE. AS I SAT IN THE STOPPED ACFT; I NOTICED DOWN THE RWY; THAT THE B737 JUST COMPLETED HIS 90 DEG TURN ONTO THE RWY. I THEN HEARD THE CTLR CLR THE B737 FOR TKOF. AFTER A WHILE; I WAS ALSO CLRED FOR TKOF. I DIDN'T RELAY ANY DETAILS AS TO WHAT JUST OCCURRED. UPON LNDG AT MY BASE AIRFIELD; I WAS DIRECTED BY THE LCL CTLR TO GIVE THE SNA TWR SUPVR A CALL TO REVIEW THE RWY INCURSION EVENT.
