Narrative

RECEIVED TAXI CLRNC FROM GND CTL. DURING TAXI; SECOND ACFT RECEIVED TAXI CLRNC. DURING EXTENDED TAXI AN ACFT ANNOUNCED DIFFICULTIES AND NEEDED TO RETURN TO RAMP. APCHING NEAR TKOF END OF RWY; I STOPPED ACFT TAXI TO ALLOW INBOUND ACFT TO ACCESS TO RAMP AREA TO INBOUND ACFT FROM XING TXWY. GND CTL CLRED ME FOR CONTINUED TAXI. MY WACO ACFT (TAIL DRAGGER) TAXI VISIBILITY IS EXTREMELY RESTR; SO FURTHER L AND R S-TURNS PERFORMED TO CLR TAXI. SHORTLY THEREAFTER I TAXIED INTO OTHER ACFT. WHAT I WAS UNAWARE OF IS THERE WAS AN ACFT WHICH TAXIED ONTO PRIMARY TXWY FROM STUB TXWY FROM ANOTHER PARKING RAMP; IN FRONT OF ME. DURING CLRING S-TURN; DID NOT OBSERVE OTHER ACFT FROM RAMP AREA. OTHER ACFT TAXIED A SHORT DISTANCE IN FRONT OF ME; THEN PULLED OVER TO EXTREME R SIDE OF TXWY AT A 45 DEG ANGLE OF TXWY TO CONDUCT ENG RUN-UP. WHILE I CONTINUED TO TAXI FORWARD I WAS WATCHING ONLY KNOWN ACFT AHEAD OF ME GET CLRED ON TO RWY. TAXI WAS CONDUCTED WITH HEAD AND SHOULDER HANGING OUT L SIDE OF ACFT (OPEN COCKPIT ACFT WITH LARGE RADIAL ENG UP FRONT -- SEVERELY RESTRICTING FORWARD VISIBILITY). SHORTLY THEREAFTER I TAXIED INTO ACFT PARKED AT ANGLE TO AND ON R SIDE OF TXWY. PROP STRUCK OTHER ACFT L AILERON. NO INJURIES. I ACCEPT RESPONSIBILITY FOR FAILING TO OBSERVE OTHER ACFT. BELIEVE EXTENUATING CIRCUMSTANCES WHICH POSSIBLY COULD HAVE AVOIDED INCIDENT ARE IN ADDITION TO THE NEED FOR MORE AND GREATER EXAGGERATED 'S' CLRING TURNS ARE: GND CTL ADVISING OF CLRING OTHER ACFT IN FRONT OF ME; ALSO; IF A RUN-UP AREA ADJACENT TO TXWY WERE PROVIDED. I BELIEVE OTHER ACFT MUST HAVE TAXIED ONTO PRIMARY TXWY FROM RAMP IMMEDIATELY AFTER MY CLRING S-TURN FOR THE R-HAND SIDE. I DID NOT SEE OTHER ACFT; AND WAS NOT AWARE OF HIS LOCATION IN FRONT OF ME. WITH MY CONTINUED TAXI LOOKING OUT THE L SIDE; AND THE SHORT TAXI AHEAD AND PARKING ON EXTREME R SIDE OF TXWY; I NEVER SAW OTHER ACFT. THE WHOLE SIT TURNED OUT TO BE ONE MOST UNFORTUNATE BIG BEAR TRAP.
