Synopsis

PIPER WARRIOR; PA28-0161; PLT ABORTED TKOF AFTER NOTICING THAT THE AIRSPD WAS NOT INCREASING ABOVE 40 KTS AND THE DIFFICULTY IN MAKING ACFT PITCH UP FOR CLBOUT.

Narrative

UPON TKOF; IT APPEARED THAT MY AIRSPD INDICATOR WAS STUCK ON 40 KTS. I PUT PLANE IN GND EFFECT. ALL INSTS WERE IN THE GREEN. WHEN I RAISED PLANE OUT OF GND EFFECT; THE PWR SEEMED TO BE 'MUSHY.' AT THAT TIME; I ABORTED TKOF AND CONTACTED THE TWR. WHEN I REALIZED I WAS RUNNING OUT OF RWY; I STARTED EMER PROCS. IN HINDSIGHT; THE PLANE MUST HAVE PICKED UP ENOUGH PWR TO BE AIRBORNE. I DO KNOW THE AIRSPD INDICATOR WAS STUCK ON 40 KTS AND DURING RUNUP; MY TRIM TAB WAS ADJUSTED TO NEUTRAL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT SHE MADE A FULL ABORTED TKOF AND RAN OFF THE END OF THE RWY ONTO THE RWY OVERRUN AREA; CAUSING NO DAMAGE TO THE ACFT. SUBSEQUENT ACFT INSPECTION FOUND THAT THE AIRSPD INDICATOR SYS WAS MALFUNCTIONING AND THAT THE ELEVATOR TRIM INDICATOR DID NOT COINCIDE WITH THE ACTUAL TRIM TAB POS. THEREFORE; THE TRIM POS WAS NOT ACTUALLY IN THE NEUTRAL POS; BUT NOSE DOWN. SHE FURTHER STATED THAT THE ACFT OPERATOR DID NOT KEEP THE ACFT MAINTAINED ADEQUATELY SINCE THERE WERE NUMEROUS EQUIP DISCREPANCIES NOT REPAIRED AND LEFT FOR ACTION AT A LATER DATE.
