Synopsis

NMAC BTWN A DSNDING C525A CITATION JET AT 2300 FT AND A XING PA28-140 CHEROKEE WITHIN THE CLASS D AIRSPACE OF SUS; MO.

Narrative

WE WERE ON A VISUAL APCH TO RWY 8R AT SUS APCHING THE DOWNWIND FROM THE SE AT 2400 FT MSL AT 180 KTS ON A WESTERLY HDG. AS I BEGAN MY DSCNT TO PATTERN ALT; I SAW A PIPER CHEROKEE AT MY ALT AT LESS THAN 100 YARDS. I EXECUTED A CLBING R TURN AND PASSED LESS THAN 100 YARDS AND SLIGHTLY ABOVE THE CHEROKEE. THE CE-525A I WAS FLYING IS EQUIPPED WITH TCASI; BUT NO TA OR TFC SYMBOL WAS GIVEN. THE OTHER ACFT WAS OPERATING IN CLASS D AIRSPACE AND BELOW CLASS B AIRSPACE WITHOUT AN OPERATIVE XPONDER AND WITHOUT TALKING TO ATC. THE CHEROKEE DID NOT APPEAR TO TAKE ANY EVASIVE MANEUVERS AND PROCEEDED S. SUPPLEMENTAL INFO FROM ACN 562128: I NOTIFIED SUS TWR OF THE CONFLICT AND WE PROCEEDED WITH A NORMAL APCH AND LNDG ON RWY 8R. THE ACFT IS EQUIPPED WITH TCASI; NO TFC ALERTS WERE GIVEN AND NO TFC SYMBOL APPEARED NEAR THE POS OF THE CONFLICT ACFT. IN ADDITION; SUS TWR RPTED THEY WERE NOT TALKING TO THE CHEROKEE AND DID NOT SEE ANY TFC ON RADAR. LESS THAN 1 MIN AFTER THE CONFLICT; TWR DID RPT RECEIVING A PRIMARY RETURN IN THE AREA OF THE INCIDENT PROCEEDING S. TWR ATTEMPTED TO CONTACT THE ACFT ON THE TWR FREQ; BUT WAS UNABLE TO REACH THE CHEROKEE. FOLLOWING LNDG AND SHUTDOWN; I CALLED SUS TWR AND FILED A RPT ON THE INCIDENT. WE WERE UNABLE TO READ THE N-NUMBER OF THE CHEROKEE DUE TO THE DEMANDS OF MANEUVERING THE ACFT; HOWEVER; WE WERE CLOSE ENOUGH THAT THEY WOULD HAVE BEEN READABLE FROM OUR POS. THE ACFT APPEARED TO BE AN OLDER MODEL 4 PLACE CHEROKEE PROCEEDING S FROM 1H0; CREVE COEUR ARPT.
