B58 BARON PLT IS ALLEGED TO HAVE ENTERED TFR ON DEP FROM LWC.
Narrative
I DEPARTED LWC AT APPROX XA30 ON A VFR FLT TO AAO ARPT IN WICHITA; KS. I TOOK OFF FROM LWC ON RWY 33 AND MADE A NORMAL L TURN TO A HDG OF APPROX 240 DEGS TO EXIT THE TFC PATTERN AND AVOID ANY DOWNWIND AND APCH TFC TO RWY 33. DURING MY DEP; I MADE CALLS ON LWC CTAF ANNOUNCING MY POS AND RTE OF FLT. I WAS AWARE OF THE EXISTENCE OF A TFR AREA OF 3 NM RADIUS AND 3000 FT AGL HT SURROUNDING THE UNIVERSITY OF KANSAS MEMORIAL STADIUM. WITH THE BENEFIT OF A KANSAS CITY SECTIONAL CHART FOR THE AREA; I MADE EVERY EFFORT TO AVOID ENTRY INTO THE TFR AND MADE AN EXPEDITIOUS CLB TO CRUISE ALT. DURING MY DEP; I HAD MY XPONDER SET TO 1200 WITH ALT RPTING ENGAGED. I PROCEEDED TO WICHITA; CONTACTED WICHITA APCH CTL PRIOR TO ENTERING CLASS C AIRSPACE; AND WAS CLRED INTO CLASS C AIRSPACE WITH MY ANNOUNCED DEST OF JABARA ARPT. I ENTERED AAO'S TFC PATTERN AND LANDED. UPON ARR AT THE FBO; I WAS HANDED A NOTE BY THE RAMP ATTENDANT ASKING ME TO CALL ZKC AT A SPECIFIED NUMBER AND ASK FOR MR X. I INITIATED A CALL IMMEDIATELY AND WAS INFORMED THAT I HAD POSSIBLY ENTERED THE TFR DURING MY DEP FROM LWC. I TOLD THIS INDIVIDUAL; WHO IDENTED HIMSELF AS A SUPVR; THAT I HAD DEPARTED TO THE N ON RWY 33 AND MADE A L TURN OUT OF TFC AND THAT I DID NOT FEEL THAT I HAD ENTERED RESTR AIRSPACE. HE INDICATED THAT THERE WAS OTHER VFR TFC IN THE AREA; AND I DID NOT FEEL THAT HE WAS CERTAIN THAT I WAS THE ACFT WHO HAD VIOLATED THE AREA. HE DID TAKE MY NAME; ADDRESS; AND PHONE NUMBER; AND WE TERMINATED THE CONVERSATION. UPON EXAMINATION OF MAPS OF THE AREA; I COULD NOT FIND THE STADIUM DISPLAYED; THUS MAKING IT VERY DIFFICULT TO ESTABLISH VISUAL REFS ON THE MAP WHICH WOULD DELINEATE THE TFR. SECONDLY; I HAD NO INFO AS TO WHEN THE GAME STARTED; OR WHEN IT MIGHT CONCLUDE; MAKING IT DIFFICULT TO KNOW WHEN THE AREA WAS IN EFFECT. IN SPITE OF A LACK OF DEFINITIVE DATA TO DEPICT THE ACTUAL CONFINES OF THE TFR AREA ON A NAV CHART; I FELT THAT I REMAINED WELL CLR OF THE TFR DURING MY DEP; AS WELL AS ALSO BEING ABOVE THE ALT LIMITS OF THE TFR. I FEEL THAT IT IS VERY IMPORTANT FOR THE PLT TO HAVE MORE SPECIFIC DATA FROM WHICH TO NAV AND AVOID ENTERING SUCH AREAS. UNDER CURRENT CONDITIONS; PLTS DO NOT HAVE ACCURATE DATA THAT THEY CAN USE TO REMAIN CLR OF SUCH A TEMPORARY AREA SURROUNDING A STADIUM THAT IS NOT EVEN DEPICTED ON A SECTIONAL CHART.
