A C150 PLT; DURING BACK TAXI AFTER LNDG AT T82; DISCOVERED TFC ON SHORT FINAL; OPPOSITE DIRECTION. THE LNDG TFC MADE A LAST MIN GAR LEAVING LITTLE ROOM FOR ERROR.

Narrative

THE C150 HAD LANDED AT T82 AND WAS BACK TAXIING ON RWY 14 WHEN THE MOONEY WAS ON SHORT FINAL FOR RWY 14. RADIO CALLS BY THE CESSNA FOR THE MOONEY TO GO AROUND WERE NOT ACKNOWLEDGED. FINALLY; THE MOONEY MUST HAVE SEEN THE CESSNA BECAUSE THE MOONEY MADE A GO AROUND AT THE LAST MIN. NORMAL RADIO CALLS WERE MADE BY THE CESSNA IN THE TFC PATTERN. THIS WAS THE THIRD IN A SERIES OF CLOSED TFC PATTERNS FLOWN BY THE CESSNA. NO RADIO CALLS WERE HEARD FROM THE MOONEY. A PAX IN THE MOONEY SAID THEY HAD MADE SEVERAL XMISSIONS TRYING TO DETERMINE THE LOCATION OF THE CESSNA. NO XMISSIONS WERE RECEIVED BY EITHER CESSNA PLTS. THE MOONEY DID MAKE A XMISSION AFTER LNDG AND ON THE TXWY. THE CESSNA RADIO WAS OPERATING AS CONFIRMED BY ANOTHER ACFT IN THE PATTERN. I DO NOT KNOW IF THE OTHER ACFT HEARD THE MOONEY. STAY ALERT AT NON-TWRED ARPTS BECAUSE YOU CAN NEVER TELL WHO MIGHT ENTER THE TFC PATTERN FROM WHERE. T-82 HAS A PARTIAL TXWY WHICH EXTENDS HALFWAY DOWN THE RWY. THIS REQUIRES FREQUENT BACK-TAXIING TO CLR THE RWY. CONSTRUCTION IS UNDERWAY TO COMPLETE THE TXWY FOR THE FULL LENGTH OF THE RWY. PARTIAL TXWYS COST LESS INITIALLY; BUT ARE SOMETIMES HAZARDOUS FOR FLT OPS.
