M20P PLT; REQUESTED SVFR CLRNC TO ARRIVE IN IMC AT UGN. PLT THEN DECIDED TO FLY A GPS APCH IN NON COMPLIANCE WITH LCL CTLR INSTRUCTIONS.

Narrative

I WAS RETURNING TO MY HOME ARPT (UGN) FROM A VFR FLT LATE MORNING. APPROX 10-15 NM W OF THE ARPT; I LISTENED TO THE ATIS. IT WAS RPTING 2.5 MI VISIBILITY IN LIGHT SNOW; RWY 5 WAS IN USE. (I WAS IN GOOD VFR CONDITIONS.) I REQUESTED AND RECEIVED AN SVFR CLRNC INTO THE CLASS D AIRSPACE. INSTEAD OF PROCEEDING DIRECTLY TO THE ARPT; I DECIDED TO VECTOR MYSELF FOR AN RNAV 5 APCH AND FLY IT TO THE RWY. I ANNOUNCED MY INTENTIONS TO UGN TWR; AND SHE ACKNOWLEDGED. WHILE I WAS FLYING STRAIGHT INTO RWY 5; I COULD HEAR THE TWR CTLR TALKING WITH A PVT JET WHICH WAS NE OF THE ARPT. I BELIEVE SHE HAD CLRED THE JET FOR THE ILS RWY 23; CIRCLE TO LAND RWY 5. I LANDED ON RWY 5 AND TAXIED CLR OF THE RWY. AS FAR AS I COULD TELL; THERE NEVER WAS A PROB WITH THE TFC SEQUENCE. HOWEVER; WHEN I CALLED UGN GND; THE CTLR SCOLDED ME FOR NOT FLYING DIRECTLY TO THE ARPT AFTER I WAS CLRED TO LAND. I THOUGHT I HAD COMMUNICATED MY INTENTIONS TO THE UGN TWR CTLR; AND SINCE I DID NOT RECEIVE ANY OTHER INSTRUCTIONS; I THOUGHT IT WAS OK TO VECTOR MYSELF FOR THE RNAV 5.
