FLL TWR INSTRUCTOR AND TRAINEE ON LCL POSITION PUT LIGHT TWIN IN POSITION AND HOLD WITH MD88 CLRED TO LAND ON SAME RWY.

Narrative

ON NOV/TUE/02; WE OPERATED ACR X FROM CVG TO FLL. THE FLT WAS PREDOMINANTLY CONDUCTED IN DRY VMC; HOWEVER; A LIGHT RAIN SHOWER WAS IN THE VICINITY ABOVE 2700 FT MSL WHICH BLOCKED THE AFTERNOON SUN AND CAST A SHADOW OVER THE RWY. FLL TWR CLRED OUR FLT TO LAND ON RWY 9L AT APPROX 8 MI. WE WERE ADVISED OF SEVERAL DEPS PRIOR TO OUR ARR. MULTIPLE CLRNCS WERE ISSUED TO VARIOUS ACFT BY FLL TWR. RWY 9L IS 9000 FT LONG WITH A 577 FT DISPLACED THRESHOLD. THE USABLE LNDG RWY IS BLACK; WELL MARKED; AND CLRLY DELINEATED. HOWEVER; THE DISPLACED THRESHOLD PORTION IS A GRAYISH COLOR. AT APPROX 350 FT AGL; WE NOTICED A GRAYISH COLORED LIGHT TWIN ACFT ON THE DISPLACED THRESHOLD PORTION OF THE RWY. AT 200 FT AGL WE REALIZED THE ACFT WOULD NOT CLR THE RWY. THE CAPT; ALSO THE PF; COMMANDED A GAR AT 150 FT AND ADVANCED THE THROTTLES TO APPROX GAR THRUST. FIREWALL THRUST WAS NOT UTILIZED. FLL TWR WAS NOTIFIED AND THEN ORDERED US TO GO AROUND. DUE TO CLOSE GND PROX AND THE UNKNOWN DISPOSITION AND INTENTIONS OF THE ACFT ON OUR RWY; OUR ATTN WAS PRIMARILY FOCUSED ON AVOIDING THE TFC AND ESTABLISHING IMMEDIATE AND POSITIVE SEPARATION FROM THE GND. THE CAPT DISPLACED THE ACFT LATERALLY TO KEEP THE ACFT IN SIGHT. AT ABOUT 600 FT AGL; DURING THE GAR; THE THROTTLES WERE RETARDED ABOUT 1 KNOB WIDTH TO GAR EPR. THE SUBSEQUENT APCH AND LNDG WERE UNEVENTFUL. WE ACCOMPLISHED THE SUSPECTED ENG PARAMETER EXCEEDANCE PROC IN THE FOM AND DETERMINED THAT RPM AND EGT LIMITS WERE EXCEEDED FOR 5-15 SECONDS. A LOGBOOK ENTRY WAS MADE AND MAINT NOTIFIED. THE ENSUING CONVERSATION WITH FLL TWR SUPVR INDICATED THAT A STUDENT CTLR ISSUED OUR LNDG CLRNC AND THE 'INTO POS AND HOLD' CLRNC FOR THE LIGHT TWIN ACFT. THEN THE SENIOR CTLR AND STUDENT WERE DISTR BY TFC APCHING FROM THE S. THE LIGHT TWIN REMAINED IN POS THROUGHOUT OUR APCH AND REJECTED LNDG. SUPPLEMENTAL INFO FROM ACN 567165: A LIGHT RAIN SHOWER ON FINAL CAST A SHADOW OVER RWY 9L AT FLL. THE FLT WAS CLRED TO LAND AT 8 MILES. NUMEROUS CLRNCS AND A BLOCKED XMISSION WERE HEARD PRIOR TO OUR ARRIVAL. AT ABOUT 350 FT AGL WE NOTICED A GRAYISH COLORED LIGHT ACFT ON THE SMALL; GRAYISH COLORED; DISPLAYED THRESHOLD OF OUR LNDG RWY. AT 200 FT AGL IT WAS DETERMINED THAT THE ACFT WOULD NOT CLR AND THE CAPT; THE PLT FLYING COMMANDED A GAR AT 150 FT AGL. HE ADVANCED THE THROTTLES TO APPROXIMATELY GAR EPR. FIRE WALL THRUST WAS NOT UTILIZED. TWR WAS NOTIFIED DUE TO CLOSE GND PROXIMITY AND THE UNKNOWN DISPOSITION OF THE ACFT ON THE RWYS. OUR ATTENTION WAS FOCUSED ON AVOIDING THE TFC AND ESTABLISHING IMMEDIATE AND POSITIVE SEPARATION FROM THE GND. SLIGHT LATERAL DISPLACEMENT WAS ESTABLISHED; AS WELL. AT ABOUT 600 FT AGL ON THE GAR; THE THROTTLES WERE RETARDED ABOUT ONE KNOB WIDTH TO GO AROUND EPR AND WE LANDED UNEVENTFULLY WE. DETERMINED AFTER LNDG THAT RPM AND EGT LIMITS HAD BEEN EXCEEDED FOR 5-15 SECS. A LOGBOOK ENTRY WAS MADE AND MAINT NOTIFIED. THE ENSUING ATC PHONE CALL REVEALED THAT THE STUDENT AND SENIOR CTLR WERE DISTRACTED AND LEFT THE ACFT INTO POSITION AND HOLD WHILE WE WERE STILL CLEARED FOR LNDG. THE LIGHT ACFT REMAINED IN POSITION THROUGHOUT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID ON FINAL THEY WERE ADVISED THERE WOULD BE MULTIPLE DEPS PRIOR TO THEIR LNDG. HE SAID THEY SAW THE ACFT IN POSITION AT 200 FT AND WERE ABLE TO START A CLB AT 150 FT NEAR THE RWY THRESHOLD.
