A PA32 PLT; TAXIING FOR TKOF AT F70; TOOK THE RWY AND DEPARTED AHEAD OF LANDING TFC.
Narrative
IN THIS PARTICULAR SIT; IT APPEARED THAT TKOFS AND LANDINGS WERE ALTERNATING. AFTER THE PREVIOUS LANDING ACFT HAD PASSED; I PULLED PAST THE HOLD-SHORT LINE BUT STAYED AT R ANGLES TO THE RWY TO MONITOR BOTH THE PREVIOUS ACFT AND INCOMING TFC. ACFT #2 HAD JUST ANNOUNCED HIS BASE TURN. I STAYED IN THIS POS UNTIL THE PREVIOUS LANDING ACFT HAD LEFT THE RWY. I THEN VERIFIED THE LOC OF ACFT #2; DETERMINED THAT ACFT #2 HAD TURNED FINAL BUT APPEARED A SAFE DISTANCE AWAY; AND BELIEVED THAT MY CURRENT POS BTWN THE HOLD-SHORT LINE AND THE RWY PROPER WOULD; IF MAINTAINED; FORCE ACFT #2 INTO A GO-AROUND. AT THIS POINT; I SIMULTANEOUSLY ANNOUNCED MY TKOF AND BEGAN TO ROLL FOR AN IMMEDIATE TKOF; WITH THE BELIEF THAT DOING SO MIGHT AVOID FORCING ACFT #2 TO GO AROUND. THIS ACTION WAS MET WITH AN IMMEDIATE DECLARATION BY ACFT #2 THAT HE WAS ON SHORT AND FINAL AND THAT I WAS NOT WATCHING TFC. I DEPARTED UPWIND WITHOUT SEEING ACFT #2 AGAIN; ALTHOUGH THE ACFT #2 PLT CONTINUED TO OBJECT TO MY TKOF DECISION ON THE CTAF. THE DECISION TO BEGIN MY TKOF ROLL WAS CLEARLY ILL-ADVISED; ALTHOUGH I DON'T BELIEVE I EVER CREATED AN ACTUAL COLLISION RISK. AT THE TIME; I BELIEVED THAT I WAS ALREADY BLOCKING THE RWY; AND THAT TO REMAIN STATIONARY WOULD CREATE A BIGGER HAZARD. I DO NOT INTEND TO PUT MYSELF IN THE POS AGAIN OF BEING BEYOND THE HOLD-SHORT LINE.
