B767 FLC FORCED TO AGGRESSIVELY BRAKE TO AVOID COLLISION WITH ANOTHER ACFT WHILE TAXIING.

Narrative

TAXIING TO RWY 22L APCHING TXWY D ON TXWY B ABOUT 400 FT W OF TXWY M5; AN MD80 WAS STATIONARY ON TXWY M5 FACING N. WE WERE TAXIING ABOUT 20-23 KTS AS INDICATED ON THE ADI. IN A MANEUVER THAT SURPRISED AND SCARED ME; THE MD80 STARTED MOVING AGGRESSIVELY INTO THE INTXN OF TXWY M5 AND TXWY D; TO CUT US OFF. IT WAS CLR TO ME THAT THIS ACFT HAD TO SEE US. I APPLIED HVY BRAKE PRESSURE TO AVOID A COLLISION WITH MD80. LATER; THE FLT ATTENDANTS REMARKED ABOUT THE DECELERATION AND ASKED WHAT HAD HAPPENED. I BROUGHT THIS TO THE ATTN OF THE TWR AND LATER CONTACTED THEM VIA TELEPHONE. I WAS TOLD BY A TWR SUPVR THAT IT WAS THE TWR'S FAULT AND THAT THEY WOULD TAKE CORRECTIVE ACTION. HOWEVER; I FEEL THAT MD80 WAS ACTING AGGRESSIVELY AND DANGEROUSLY BY GOING FROM A COMPLETE STOP TO AN ACCELERATION TO CUT IN FRONT OF US. TO ME; IT FALLS INTO THE CATEGORY OF 'IF SOMEONE TELLS YOU TO JUMP OFF A CLIFF; WILL YOU?' IN FACT; I DON'T THINK THE TWR TOLD MD80 TO CUT IN FRONT OF US -- I DON'T THINK THEY TOLD THEM ANYTHING AND MD80 JUST DECIDED TO PLAY THE 'CUTOFF ACFT X GAME.' APPARENTLY; THIS IS A COMMON PROB AT ORD; AS I HEAR FROM ANECDOTAL STORIES. SOMEONE SHOULD TAKE CORRECTIVE ACTION WITH THE ACR Y PLTS BEFORE A DISASTER OCCURS.
