A B737-800 WAS DISPATCHED IN NON COMPLIANCE AFTER TROUBLESHOOTING A LOG RPT OH HIGH ELEVATOR FORCES. REQUIRED FAA INSPECTION WAS NOT DONE.

Narrative

I WAS THE SHIFT LINE SUPVR ON DUTY AND OUR CTL CTR RECEIVED A PIREP 20 MINS AFTER IT BLOCKED INTO THE GATE THAT THE ELEVATORS FELT SLUGGISH. I HAD 1 MECH ASSIGNED TO THE GATE; AND I WENT TO OUR LINE OFFICE TO PULL UP THE FAULT ISOLATION MANUAL FOR THE TASK OF TROUBLESHOOTING THE ITEM. MY MECH MET THE FO WHO HAD FLOWN THE FLT AND HE THOUGHT THE CTL COLUMN FORCES WERE TOO HIGH. I CAME OUT WITH THE FLT ISOLATION MANUAL REF AND AT THAT TIME THE CAPT PUT THE DISCREPANCY INTO THE LOGBOOK. THE CAPT JUST STARTED THE TRIP AND WAS NOT PART OF THE INBOUND CREW. WE INVESTIGATED THE PLT WITH FLT ISOLATION MANUAL 'HIGH CTL COLUMN FORCES WITH HYD PWR ON' AND AMM 'CTL COLUMN PWR FORCE TEST.' WE FOLLOWED THE PROCS; FOUND NO TROUBLE FOUND WITH FORCE LIMITS; AND RELEASED THE ACFT FOR SVC. AFTER I RELEASED THE ACFT AND IT DEPARTED THE STATION; I REALIZED PER OUR GENERAL MAINT MANUAL REQUIRED THAT ALL PIREPS OF FLT CTL ANOMALIES REQUIRE AN RII INSPECTION EVEN IF THE DISCREPANCY WAS CLRED WITH NO TROUBLE FOUND. I FAILED TO GET THE ITEM INSPECTED DURING OUR TESTING. CONTRIBUTING FACTOR WAS THAT I WAS IN A RUSH TO RETURN THE ACFT FOR SVC AND MINIMIZE THE DELAY TO THE PAX.
