DURING A CONFIGN CHANGE AT DAL; A B737 CREW DEPARTED RWY 13R WITH AN INBOUND COMPANY ON APCH TO RWY 31R.

Narrative

THE PROB OCCURRED DURING A RWY CHANGE. IMPROPER OR INCOMPLETE COORD BY THE SUPVRS REGARDING THE STATUS OF DAL DEP/ARR FLOW. ACR XAB DEPARTED DAL (RWY 13R) AND WAS IN IMMEDIATE CONFLICT WITH ANOTHER ACR X JET (CALL SIGN WAS POSSIBLY CD; ARRIVING RWY 31R). AS SOON AS I SAW THE CONFLICT; I CALLED TFC AND TURNED ACR XAB; BUT NOT BEFORE SEPARATION WAS LOST. SUPPLEMENTAL INFO FROM ACN 571788: I WAS THEN ATTENDING TO OTHER TFC WHEN A SUPVR ASKED IF I WAS 'STILL TALKING TO ACR X 737.' I SAW THE PROB; ANOTHER ACR X (ACFT #2) HAD DEPARTED RWY 13R AND WAS RWY HDG PARALLEL TO THE ACR X. I HAD CLRED FOR RWY 31R. I INSTRUCTED ACR X TO TURN R TO 360 DEG HDG AND CANCEL HIS APCH CLRNC. HE ASKED WHY; AND I INFORMED HIM OF HIS COMPANY TFC. HE REPLIED THAT HE HAD HIS COMPANY IN SIGHT. I TOLD HIM TO MAINTAIN VISUAL SEPARATION FROM HIS COMPANY AND CLRED VISUAL APCH TO RWY 31R. HIS COMPANY TURNED SBOUND L TO THE ACR X B737 I WAS TALKING TO AND WAS NO FACTOR. SEPARATION WAS ALWAYS MAINTAINED; BUT THE WHOLE PROC WAS CARELESS; SLIPSHOD; AND BASICALLY STUNK. MANY THINGS WENT WRONG. AS ALWAYS; THE PLT(S) SHOULD BE COMPLIMENTED FOR HIS PROFESSIONAL SKILL AND ATTITUDE. THOSE THINGS ARE AN ASSET THAT WE TAKE FOR GRANTED ALL TOO OFTEN. ALSO; INSTRUCTED TO CONTINUE PRESENT HDG (NE) TO JOIN FINAL; WHICH WOULD ENSURE A SQUARE BASE TURN TO FINAL.
