C172 PLT HAS A RWY INCURSION AT ILM.

Narrative

ON JAN/SUN/03; AT APPROX XA30 PM LCL I RECEIVED AND ACKNOWLEDGED A TAXI INSTRUCTION FROM THE WILMINGTON INTL (ILM) GND CTLR TO PROCEED TO RWY 24. UPON COMPLETING MY RUN-UP AND PREFLT CHKS; I INFORMED THE GND CTLR THAT I WAS READY TO TAKE OFF RWY 24. AT THAT TIME I OBSERVED A CESSNA ON SHORT FINAL AND A LARGE JET ON A 3-4 MI FINAL. THE GND CTLR ISSUED ME A 'POS AND HOLD' CLRNC WHICH I ACKNOWLEDGED AND OBEYED. I BELIEVE THE CTLR'S INTENTION WAS TO ISSUE MY TKOF CLRNC AS SOON AS THE LNDG CESSNA CLRED THE RWY. I REMAINED IN THE POS FOR TKOF FOR SEVERAL SECONDS; KNOWING THAT THERE WAS AN ARRIVING JET ON FINAL BEHIND ME. I INFORMED THE CTLR THAT I WAS IN POS READY FOR DEP ON RWY 24 3 TIMES WITH NO RESPONSE. ON THE THIRD QUERY TO THE CTLR HE ADVISED ME THAT MY INSTRUCTION HAD BEEN TO 'HOLD SHORT.' THE ARRIVING JET WAS OBSERVED BY ME PERFORMING A GAR. THE CTLR THEN ISSUED ME A TKOF CLRNC WHICH I ACKNOWLEDGED AND OBEYED. THE CTLR THEN ASKED ME WHAT MY ON COURSE HEADING WAS AND TO REMAIN ON HIS (GND CTL) FREQ. 2 DAYS LATER; I RECEIVED A TELEPHONE CALL INFORMING ME OF A POSSIBLE DEV INCIDENT. AT NO TIME DID I FEEL THAT I VIOLATED AN FAR OR THAT I OPERATED MY ACFT IN AN UNSAFE WAY. UPON REFLECTION I SHOULD HAVE FOLLOWED ACCEPTED PROC AND REQUESTED MY TKOF CLRNC FROM THE TWR CTLR AND NOT THE GND CTLR EVEN THOUGH GND IN FACT ISSUED THE CLRNC.
