A FLT INSTRUCTOR WITH 2 STUDENTS IN A PA28 LEFT THE TFC PATTERN AT GEU ARPT; BECAUSE TWR INSTRUCTIONS BECAME CONFUSING.

Narrative

SAFETY CONCERNS: 1) TYPE OF ENTRY WAS UNCLR WITH ONLY 'I'LL CALL THE TURN.' 2) NO ALT RESTR WAS ORDERED OR RESPONDED TO. 3) WE WERE NOT INFORMED THAT GEU DOWNWIND TFC PATTERN WAS EXTENDED WIDE TO 3 MI. 4) DOWNWIND AND SHORT FINAL POS RPTS/REQUEST WENT UNANSWERED. 5) IF WE WERE CLRED TO TOUCH-AND-GO ON THE 45 DEG ENTRY; NO ONE ON BOARD ARCHER RECALLED HEARING OR RESPONDING TO IT; SO WE EXECUTED A GAR. CHAIN OF EVENTS: ARCHER RPTED; 2500 FT INBOUND FOR TOUCH-AND-GOES WITH ATIS INFO. GEU TWR: 'FLY N; I'LL TELL YOU WHEN TO TURN.' WE PREPARED FOR THE CUSTOMARY R BASE ENTRY WITH A 2 MI RPT. WE DSNDED TO PATTERN ALT WHERE WE PASSED THE R BASE TURNING POINT; STILL ON A HDG OF N; THEN TURNED TOWARDS THE PWR PLANT. GEU TWR INFORMED US THAT WE WERE IN SIGHT AND TO 'STAY AT 2500 FT.' ARCHER REPLIED; LEAVING 2000 FT CLBING 2500 FT AND MANEUVERING FOR THE 45. GEU TWR RESPONDED 'I DIDN'T TELL YOU TO DSND.' GEU TWR GAVE US A TA AT OUR 12 O'CLOCK POS DOWNWIND MIDFIELD. ARCHER RPTED TFC IN SIGHT; WE WERE THEN INSTRUCTED TO DSND AND FOLLOW; WE DID SO AND RPTED MIDFIELD AS CUSTOMARY AT THIS ARPT; WITH NO REPLY FROM TWR. GEU TWR THEN STARTED TALKING TO SEVERAL OTHER ACFT CONTINUOUSLY. ARCHER THEN CALLED IN SHORT FINAL FOR TOUCH-AND-GO. GEU TWR MADE NO RESPONSE. ARCHER ANNOUNCED 'GO AROUND' AT 300 FT AGL. GEU TWR THEN RESPONDED WITH 'I CLRED YOU TO TOUCH-AND-GO ON THE 45.' ARCHER THEN DEPARTED THE PATTERN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HE WAS TRAINING WITH 2 STUDENT PLTS ON THE DAY OF THE RPTED INCIDENT. HE SAID HE USUALLY FINDS GEU TO BE A VERY FRIENDLY TWR AND THE CTLRS VERY PATIENT AND HELPFUL. HE BELIEVES THE PERSON WORKING IN THE TWR AT THE TIME IS A NEW CTLR.
