A QUESTIONING H25B FO MAKES APCH TO WRONG ARPT. KELP LCL CTLR ALERTS FLT CREW. FO 'SEES' THE INCIDENT DIFFERENTLY THAN CAPT.

Narrative

I WAS THE PF TO ELP WHEN ASKED IF WE HAD THE RWY IN SIGHT (RWY 22). THE CAPT SAID YES. HE POINTED IT OUT TO ME. I TURNED THE ACFT TOWARDS THE RWY. I WAS LINED UP ON BIGGS AAF RWY 21; NOT RWY 22 AT KELP. I QUESTIONED THE CAPT ON WHY I HAD NO LOC CAPTURE. HE SAID IT MUST BE OFF AND TO CONTINUE. AT ABOUT 1200 FT ABOVE THE GND; ELP TWR SAID TURN L IMMEDIATELY. WE WERE LINED UP WITH THE WRONG RWY. I TURNED L AND LINED UP ON RWY 22 AT ELP AND LANDED NORMALLY. 1) THE CAPT; HAD NOT CAREFULLY READ THE 10-9 PAGE FOR ELP. 2) I SHOULD HAVE LOOKED AT THE 10-9 PAGE MORE CAREFULLY. 3) I SHOULD HAVE INSISTED ON AN ILS APCH TO THE UNFAMILIAR ARPT. SUPPLEMENTAL INFO FROM ACN 573925: WE BRIEFED ON ILS APCH TO KELP. DSNDING THROUGH 8500 FT; WE ENTERED VMC CONDITIONS. WE WERE ASKED TO RPT THE ARPT IN SIGHT (2 O'CLOCK POS; 12 MI). WE SAW A RWY IN THAT POS ALIGNED AS IT SHOULD HAVE BEEN; AND RPTED IT IN SIGHT. WHILE SWITCHING TO TWR; WE NOTICED THE LOC WASN'T CTRED. WE WERE CLRED TO LAND BY KELP TWR; HE ALSO SAID HE DID NOT HAVE US IN SIGHT. THE LOC STILL WASN'T CTRED. WE THEN NOTICED A RWY ALIGNED THE SAME; SEVERAL MI S OF OUR POS; WE IMMEDIATELY TURNED AND ENTERED A BASE FOR THE PROPER RWY. WE HAD FAILED TO RECOGNIZE THE MIL ARPT WITH AN IDENTICALLY ALIGNED RWY JUST A FEW MI N OF OUR INTENDED LNDG RWY. WE WERE ON OUR APCH TO THE WRONG RWY.
