ON SHORT FINAL BFI IN IMC; PA28 PERCEIVES VHF COM LOSS; AND DETERMINES LNDG IS BEST RESOLUTION TO RESOLVE HIS PROB.

Narrative

I WAS FLYING AS PIC OF A RECREATIONAL FLT WITH ANOTHER PLT; WHO WAS FLYING AS A PAX AND NOT A REQUIRED CREW MEMBER. I AM WORKING ON ACQUIRING MY COMMERCIAL CERTIFICATE. AN IFR FLT PLAN WAS FILED FROM AST TO PAE WITH BFI AS AN ALTERNATE. IMC EXISTED; WITH OVCST CEILINGS AT AST AROUND 1000-1500 FT. A WX BRIEFING WAS RECEIVED FROM FSS WHICH STATED THAT WX MINIMUMS WERE BELOW MINIMUM FOR LNDG AT PAE; BUT FORECASTED TO IMPROVE. I FILED AN IFR FLT PLAN; WITH INTENTION OF LNDG AT PAE IF THE MINIMUMS ALLOWED; AND FLYING TO BFI IF THEY DID NOT. THE FLT WENT SMOOTHLY; AND UPON NEARING PAE; I RADIOED FSS TO CHK WX AT PAE. WX MINIMUMS STILL WERE TOO LOW; SO I REQUESTED RADAR VECTORS INTO BFI AS MY ALTERNATE. AFTER BEING CLRED FOR THE APCH INTO BFI; ON RWY 13R; I WAS ESTABLISHED ON SHORT FINAL ON THE ILS WHEN I LOST RADIO COMS WITH ATC. WX CONDITIONS WERE IMC. I HAD LESS THAN 10 SECONDS BEFORE LNDG. I SAW THE GREEN LIGHT FLASHING FROM THE TWR; SO I FLEW THE PLANE IN AND LANDED SMOOTHLY. I DID NOT BOTHER TO ADJUST THE XPONDER TO SQUAWK 'LOST COMS' DUE TO BEING ON SHORT FINAL IN IMC; AND SEEING THE GREEN LIGHT FROM THE TWR. UPON SAFELY LNDG AND THEN TAXIING OFF THE RWY AT TXWY A; I THEN FOCUSED MY EFFORTS ON THE RADIO COM PROB; AND WAS ABLE TO RE-ESTABLISH RADIO COM AND FOUND THE FREQ FOR BFI GND CTL. I CONTACTED GND CTL AND THEY CLRED ME TO TAXI TO AN FBO FOR FUEL.
