AN EMBRAER 140 WAS DISPATCHED AND OPERATED FOR SIX DAYS WITH A LNDG GEAR DOOR AND LNDG GEAR FAIRINGS REMOVED IN NON COMPLIANCE OF THE CONFIGURATION DEVIATION LIST.

Narrative

DURING EXCESSIVE WORKLOAD AND OFF SCHEDULED OPS DUE TO WX/ATC DELAYS AND ETC. I MISSED AN ILLEGAL CDL'S ISSUED AGAINST AN ACFT AS A FLT DISPATCHER AT ACR X PART 121 ACR ON FEB/TUE/03. PREAMBLE TO CDL SECTION B. LIMITATIONS ITEM 4. NO MORE THAN ONE PART OF ANY ONE SYS MAY BE MISSING. ACFT HAD CDL'S 32-01 LNDG GEAR DOOR (LEFT SIDE); 32-02 LNDG GEAR WHEEL FAIRINGS (LEFT SIDE). I KNEW THIS ACFT WAS OUT THERE; BUT DURING SHIFT I WAS WAY BEHIND IN WORKLOAD DEALING WITH MULTIPLE PROBS THROUGHOUT ENTIRE SHIFT. 2 NEAR EMERGENCIES AND MGMNT ON MY BACK; BAD WX POOR RWY CONDITIONS (BRAKING ACTION RPTS DUE SNOW AND ICE ETC) EXCESSIVE XWINDS; CRITICAL MIN TEMP ALOFT LIMITATIONS PER ACFT AOM VOLUME ONE. NUMEROUS EQUIP SWAPS DUE TO ACFT DELAYS. IT SLIPPED THROUGH NUMEROUS CAPTS AND DISPATCHERS MYSELF INCLUDED. SUPPLEMENTAL INFO FROM ACN 574368: THERE IS A DISCREPANCY ON COLEMBRAER BOOK. IT STATES THAT NO MORE THAN ONE PART OF ANY ONE SYS MAY BE MISSING; UNLESS SPECIFIC COMBINATIONS OF PARTS ARE INCLUDED IN THE CDL; ON ACFT #1; THERE ARE 2 CDL'S 32 CD2 MAIN LNDG GEAR WHEEL FAIRINGS AND 32C01 MAIN LNDG GEAR DOORS. THESE TWO PARTS ARE UNDER 1 SYS WHICH IS SYS 32. THESE CDL'S WERE OPENED ON FEB MON AND I FOUND THEM ON FEB FRI; WHICH SHOW MORE THAN 30 PEOPLE WERE INVOLVED; MAINT CTL PERSONNEL DISPATCHERS AND CREWS. I TOLD TO MY SUPVR TWO DAYS LATER AND THEN ONE WEEK AFTER THE SOC SUPVR SAID IT WAS OK; 20 MINS LATER SAID IT WAS NOT; THAT SHOWS THE BIG CONFUSION OF THESE TWO CDL'S. I THINK IT WAS AN INADVERTENT VIOLATION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE TWO CONFIGURATION DEVIATION LIST ITEMS WERE MISSED DUE TO A VERY BUSY DAY WITH HEAVY WORKLOAD. THE RPTR SAID THIS ITEM WAS KNOWN TO MGMNT AND WAS IN OP FOR SIX DAYS. THE RPTR STATED THE TWO ITEMS WERE ALREADY DEFERRED AND THE RPTR HAD NO CONTACT WITH THE MAINT TRANSACTION.
